Subject: RE: [External] Dare county- Hatteras Inlet Permit Modification Request Date: Monday, March 30, 2020 8:02:28 AM Attachments: imaae001.ona Heather, The dredge plants described below, the DOT's cutter head or any of the USACE's vessels, should not cause a detrimental impact to swimming sea turtles. Therefore, on behalf of that resource, NCWRC does not object to the project proposed. With regard to shorebirds, Least Terns have occasionally nested within the upland DOT spoil site. NPS has also verified a pair of American Oystercatchers nested there last season. To minimize impacts to nesting birds during the sandbag projects on Ocracoke, the biologists are going to post the areas around where pairs nest so the areas can be avoided. If upland disposal must occur for the Hatteras Inlet dredge, surveys should occur on the upland DOT spoil site, nests posted, and activity avoided in those areas. In addition to posting and nest avoidance, the flow of material must be directed in a way that will not overrun any nests. This would need to be done throughout project duration. While we understand the amount of spoil material generated would likely not be enough to reestablish DOT Island and is not the desired spoil deposition location for this project, we would like to note DOT Island is available for spoil placement. NCWRC defers to NCDMF at this time to address impacts to marine fishery resources with either upland spoil placement or sidecast dredge activities. If it is determined that dredging may occur during the moratorium, all efforts should be made to have the project conclude as quickly as possible to minimize unavoidable impacts to wildlife and fishery resources. The description of work indicated the project should conclude by May 15. If work is projected to go beyond this date, we request contact with regulatory and resource agencies be reinitiated. At this time, it's estimated that the DOT dredge could start work in mid -April and they anticipate 3-4 weeks of dredging is needed. According to the attached letter, work may also be conducted by the Corps' dredge plant concurrently or shortly after pipeline dredging. Channel width and depth are to remain at currently permitted dimensions and remain within the authorized dredge corridor. Send all suspicious email as an attachment to reeport.spamPnc.gov Good afternoon Heather, On behalf of Dare County, please see the attached request for the modification of their CAMA Permit #129-16 allowing for maintenance dredging within Hatteras Inlet. As we've previously discussed, the County is interested modifying the permit to allow for the use of a cutterhead pipeline dredge with the disposal of the material at the NCDOT upland disposal site on the northeast tip of Ocracoke Island during the month of April. On February 3, we submitted a letter requesting relief from the dredge moratorium in April. This modification includes that request as well. Please get in touch any time to discuss.
