Please reference the Department of the Army permit (Action ID SAW-2016-02140) issued on
March 1, 2017, and your written request of March 17, 2020, for permit modification to allow the
North Carolina Department of Transportation's (NCDOT) cutterhead pipeline dredge to perform
a one-time event to dredge a channel 200 feet wide to a depth of -12 feet mean low water
(MLW) within the Hatteras Inlet Connector Channel corridor with disposal of the dredge
material at the NCDOT upland disposal site located at the north end of Ocracoke Island, in Hyde
County, North Carolina.
This modification also addresses your request as it relates to Special Condition 15 of the
subject permit that states: "In order to protect threatened and endangered species and to
minimize adverse impacts to offshore, and intertidal resources, no excavation activities,
including mobilization and demobilization, shall occur from April I to September 30 of any year
without notification to the Corps of Engineers Regulatory Division in coordination with the
appropriate resource agencies. "
After review of your modification request and coordination with the appropriate state and
federal agencies, the U.S. Army Corps of Engineers Wilmington District (Corps) grants a relief
to the moratorium for this one-time dredging event only. The relief will expire on April 30,
2020. The Corps shall be notified on the day dredging begins, the day that dredging is
completed pursuant to this modification, and at any time a weather -related event causes work to
be delayed. It is understood that all conditions of the original permit remain applicable and that
the expiration date is unchanged. The Corps expects subsequent dredging events associated with
this project to abide by the permitted dredge window of October 1-March 31.
The permit is hereby modified to include the work as shown on the enclosed plan along with
the attached special conditions. It is understood that all conditions of the original permit remain
applicable and that the expiration date is unchanged.

Connector Channel Corridor Project

The Permittee shall monitor any in -water dredge pipelines used during the construction
activities in order to check for potential leaks which may emanate from the pipeline
couplings. All dredge and fill activities shall cease if leaks are found. Operations may
resume upon appropriate repair of affected couplings, or other equipment.
2. The Permittee shall coordinate the placement of all dredge pipelines along the beach with
the N.C. Wildlife Resources Commission and the U.S. Fish and Wildlife Service.
Pipeline locations must be located via GPS and the GPS bearings must be mapped and
provided to the U.S. Army Corps of Engineers once placement is completed.
3. All dredged material excavated by a cutterhead pipeline dredge shall be placed in the
approved N.C. Department of Transportation's upland disposal site located at the north
end of Ocracoke Island, Hyde County, North Carolina.
