By memo dated June 8, 2009 (attached), Cyndi Karoly - NCDENR-DWQ - 401
Oversight and Express Permitting Unit, requested that the Ecosystem Enhancement Program
(EEP) clarify the amount(s) of Riparian Buffer Mitigation and/or Nutrient Offset Credit the
subject site would be able to provide. The memo identified the primary area of concern as
follows:
1. Submit a map or other written documentation to DWQ detailing the location and
amount of stream, wetland, and riparian buffer credit on the site. Please note that the same
area of land cannot be counted for both wetland and buffer credit. Please provide details
regarding the monitoring of the restored stream and riparian buffers.
Response: Please see the attached Figure which depicts the amount of stream and riparian buffer
credit on the Howell Woods site. The EEP database and ledger shows the riparian buffer
acreage/credit of 3.8 acres and the stream enhancement II credit as 5,253 linear feet.
Vegetation monitoring was performed on site as per the Howell Woods monitoring report listed
on the EEP project document webpage. The stream enhancement 11 portion of the project was
monitored as per the 2003 Stream Mitigation Guidelines for Monitoring Level 2 for passive
stream enhancement projects.
Based on the above information, the Debit Ledger will list this site with 3.8 Riparian
Buffer Mitigation Units, 2101.2 Stream Mitigation Units (5,2531f Enhancement 2) and
74.933 Riparian Wetland Mitigation Units (34 ac. Restoration, 4 ac. Creation, 64 ac.
Enhancement and 38 ac. Preservation).

The Howell Woods project was designed for the Wetland Restoration Program and consists of a backwater slough
restoration. The site was visited on April 7, 2009 by Tammy Hill of DWQ and Rita Mrocek of EEP.
Restoration activities at the site included plugging field ditches and strategic points along the ditched and
straightened main canal in order to 1) return primary flow through the historic location of the abandoned backwater
slough channel, and 2) restore connectivity between the channel and the adjacent wetlands to allow the area to
function as a slough system.
At the site visit, the amount and location of buffer mitigation generated by the project was unknown. Many areas
were observed to have successful vegetation growth, but some areas exhibited problems due to past burning,
mowing, and poor soil fertility. Portions of the site were inaccessible due to flooding,
Neither the mitigation design plan (October 2001) nor the fifth year monitoring report (February 2007) describe
riparian buffer credits to be generated by the project. It is unclear how the stream and buffer components of the
project are being monitored. The June 3, 2009 ledger indicated that the project includes 5.5 acres of riparian buffer
credit.
