HomeMy WebLinkAbout20050597 Ver 1_Buffer and nutrient offset audit Neuse 01_20091130 (10)To: John Dorney - DWQ FROM: Marc Recktenwald - EEP NOV 3 0 2009 MW - n,?SAM MRMIN RE: Nutrient Offset Mitigation Verification for WE BMP (Town of Cary) - Wake County (Meuse 01) DWQ# 2005-0597 (No DWQ #) By Memo dated June 8, 2009, Cyndi Karoly - NCDENR-DWQ - 401 Oversight and Express Permitting Unit requested that the Ecosystem Enhancement Program (EEP) verify the amount(s) of Nutrient Offset Credit the subject site would be able to provide. The memo identified the following primary areas of concern: 1. Please provide the total number of nutrient offset credits to be generated on this site. When available, submit an "as-built" plan to DWQ. Response: The Town of Cary was contracted to provide 1339 lbs/yr (1339 lbs/yr. x 30 yrs. _ 40,170 lbs.) of nitrogen reduction and this is the number currently in IMS. (While not expected, it is possible that this number could change once the as-builts are submitted.) In addition, the Town of Cary indicated during a conversation in July 2009 that they would provide an interim as-built for Phase 1 of the project (the portion EEP funded). Any modifications or repairs to Phase 1 would be captured in the final as-builts which are to be submitted when the construction of Phase 2 is completed (estimate February 2010.) 2. The BMP closest to Maynard Road was experiencing erosion and low vegetation survival. These issues must be corrected, and documentation of repairs must be submitted to DWQ. Cattails were already moving into the BMPs. These and other opportunistic plants will need to be monitored and may need to be controlled (without herbicides) as part of the ongoing maintenance of the site. Please provide the BMP maintenance plan to DWQ. Response: The Town of Cary indicated during a conversation in July 2009 that repairs to Phase 1 would be completed during the construction of Phase 2 (anticipated going to bid in September 2009 and to be completed in February 2010). EEP has requested that the Town of Cary provide the BMP Maintenance Plan and will forward it to DWQ once it is received.
