The memo identified the following primary areas of concern: 1. If nutrient offset credit exceeding the 21.6 acres (within 50 feet) is desired, these areas will require planting. Tracy Morris indicated that these areas were to be planted in trees at the end of this growing season. Response: The project has been bid and is in contracting for supplemental planting, which must be finished by 2/5/10. The 26.2 acre area designated for supplemental planting is shown on the attached Figure which was pulled from the bid package. 2. In addition, Condition 8 of the 401 Water Quality Certification for this site states "You have proposed a Riparian Buffer Herbaceous Zone which would be located beyond Zone 2. DWQ cannot give credit for any restoration outside of the 50-foot buffer". Therefore, in order to get nutrient offset credit for areas of the site beyond 50 feet, you will need to request a modification to your 401 Water Quality Certification that includes a revised planting plan, and an As-Built report documenting that the planting has occurred, the species planted and planting densities. These areas will require five (5) years of vegetative monitoring. Response:. EEP will submit the required modification and supporting documentation on or before November 15, 2009. 3. The monitoring report for the site states that target stem density is 320 stems per acre after three years, and 260 stems per acre after five years. If nutrient offset credit is desired from this site, the target stem density at the end of the monitoring period is 320 stems per acre. f ? ?A ?i? r P , . NCDENR North Carolina Ecosystem Enhancement Program, 1652 Mail Service Center, Raleigh, NC 27699-1652 / 919-715-0476 / www.nceep.net Response: EEP will continue monitoring the site to ensure the required stem density of 320 stems per acre and the end of the monitoring period will be achieved. In addition, EEP Staff have marked approximately 50% of the easement and will have a PLS mark the remainder. Based on the above information, the Debit Ledger will list this site with 47.8 Nutrient offset Buffer Mitigation Units and 2.7 Riparian Wetland Mitigation Units (5.4 ac Riparian Wetland Enhancement).
