4. Project Description and History
4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
An existing earth sanitary sewer easement follows a tributary to Crabtree Creek to the north and east of the existing Crabtree Creek Trail. The sanitary sewer easement is cleared and
has an active sewer main with 5 manholes along the tributary and a gravel access road that extends from the end of Ratchford Drive in a 40' easement. The existing asphalt roadway
extends from Capital Blvd to the sanitary sewer easement for approx. 1600 LF.

4h. Explain the purpose of the proposed project:*
The project purpose is to realign a portion of the existing Crabtree Creek Trail (wooden boardwalk structure) that has failed in 3 locations, and to relocate the greenway trail from of the
floodway of Crabtree Creek. Moving the existing section of greenway trail will also result in a safer structure for the public and increase the longevity of the trail and decrease
maintenance.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The proposed project is a re -alignment of the existing Crabtree Creek trail that includes Structure 106, an approximately 1,150 feet long boardwalk located along the steep bluffs of
Crabtree Creek. This section of trail has failed three times and is presently closed. The realignment Will replace approximately 1,150 linear feet of the existing wooden boardwalk
section, by realigning the Crabtree Creek Trail as an asphalt path along Ratchford Drive, then along an existing City of Raleigh sanitary sewer easement before tying into the existing
greenway farther north of the existing failed Structure 106. The asphalt path along Ratchford Drive will be placed within the public right of way from the Capital Boulevard crossing to the
existing terminus of Ratchford Drive north. The asphalt greenway will continue to the end the existing Ratchford Drive right -of way, where it will then followthe existing sanitary sewer
access drive (within a 40' existing easement), crossing two unnamed tributaries to Crabtree Creek with box culverts that are buried 1' deep. After the terminus of the sanitary sewer
access drive, the trail will continue as an asphalt greenway section along the existing sanitary sewer easement until it meets the existing asphalt greenway (approximately 700').
The project area along the existing sanitary sewer easement will be fine graded and a new greenway trail with a typical section of 2" S9.513 surface course on 6" ABC stone will be
provided (top of pavement will match existing grades). The type of equipment will likely be conventional construction equipment (backhoes and trucks with some mini excavators) for this
project. Construction entrances will be established before work begins to prevent transport of sediment from vehicle activity. Mats will be placed within the construction area to allow
vehicle access during wet soil conditions and to reduce the disturbance to established vegetation. Silt fencing Will be installed at the top of the banks within the project area prior to land
disturbing activities to prevent sedimentation into the tributaries. Silt fencing will be removed after the area has been stabilized. There will be minimal removal of trees, as the path
follows an existing sanitary sewer easement however there will grading and ground stabilization.

6i. Comments:
This project is utilizing the existing sanitary sewer easement to relocate the ebsting Crabtree Creek out of the existing floodway. The existing greenway
is presently closed and has been closed multiple times in this area due to the ebsting greenway collapsing and failing. The greenway has been
repaired twice and has now failed in a third location. Due to the safety of the public and minimizing impacts to the area, we are utilizing an ebsting
easement that is cleared and maintained. The grades match closely to ebsting grades. All areas that are disturbed will be stabilized with riparian
seeding.

1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
Utilizing ebsting easements and areas that are cleared and maintained will minimize impacts. The improvements Will include bank and slope
stabilization. All other area will be re -vegetated for natural stabilization and regrowth. The flatter tie in grades along the existing sanitary sewer
easement should minimize erosion upon revegetation.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Coffer dams/impervious dikes will be used during culvert construction with pump arounds to ensure all work occurs in the dry. Silt fence will be
provided along the tributary side of the construction. After construction is complete the area will be covered with matting, seeded, and mulched. The
riparian buffer area will be re -seeded with native plant species. The limits of construction will constrain the width along either side of the ebsting
greenway to minimize impact.

Comments:
The proposed 10' greenway trail alignment runs parallel with the buffer in an existing 40' sanitary sewer easement that is maintained by the City of Raleigh. The proposed greenway trail
will match existing grades. The increase in impervious surface is 0.4%. There will be no concentrated flow. Stormvater will sheet flow across the trail at a 2 % slope onto a vegetated
shoulder.

This greeenway project is completely City of Raleigh funded. The project is to replace a section of the existing greenway that has failed multiple times

Comments
Surveys for Michauxis sumac were conducted on October 17, 2019 and no specimens were found.
The closest occurrence to the proposed project of the Dwarf Wedgemussel occurred in 1951 in the Neuse River (historic record), which is approximately 12.5 stream miles from the
project site, and the closest occurrence of the Atlantic Pigtoe occurred in 2003 in Crabtree Creek, which is approximately 3 stream miles up from the project site (NCNHP). Surveys were
conducted in Crabtree Creek at Capital Boulevard 100 meters upstream and 400 meters downstream in October 2016 for the NCDOT and twenty-five live Eastern Elliptic were
documented. The Asian Clam was observed. An individual of one snail species (Elimia catenaria) was observed.
