Below is a response to your comments. 1. Please re-submit your site plans (for the entire site) on plan sheets at a scale of no smaller than. 1 "=50' with topographic contours shown. Please see the enclosed full size (2206) site plan at 1 "=50'. 2. Please provide cross section details showing the provisions for aquatic life passage. Please see the enclosed comments from Phil Bevilaqua of Bevilacqua Engineering, PC. 3. Please provide building envelopes for Lots I and 2 on the site plans. Please see the enclosed full size (22x36) site plan at 1"=50'. 4. Please locate any planned sewer lines on the site plan. Please see the enclosed utility plan. 5. Please indicate all stream impacts including all fill slopes, dissipaters, and bank stabilization on the site plan. Please see the enclosed drainage, grading and erosion control plan and the comments from Bevilaqua Engineering, PC. 6. There is a stream located at the 2"d impact site that is not accounted, for. Please revise the PCN to account for all impacts. The 2`6 impact has been eliminated from the plan. Only one impact is now anticipated for the entire site. The stream exists within the boundaries of the first wetland impact. Impacts to the first wetland area are unavoidable due to the requirements of the City of Wilmington. Further impacts have been minimized and avoided on site by minimizing the number of lots the property is being subdivided into. By only dividing into two lots, the total impervious surface area has been greatly reduced. Impacts are limited to just one required road crossing totaling .013 acres of wetland impact and 40 linear feet of stream impact. Further avoidance and minimization is being demonstrated by using the existing roadway to access the second proposed lot. 1 b. Please note that this decision does not assure that the payment will be approved by the permit issuing agencies as mitigation for project impacts. It is the responsibility of the applicant to contact these agencies to determine if payment to the NCEEP will be approved. You must also comply with all other state, federal or local government permits, regulations or authorizations associated with the Rroposed activity including SL 2009-337: An Act to Promote Compensator Mitigation y Private Mitigation Banks. This acceptance is valid for nine months from the date of this letter and is not transferable.
