Project Setting
The project site is located in a residential waterfront subdivision known locally as the
Woodstock subdivision on the Pungo River just downstream of Woodstock Point in Beaufort County
near Belhaven, North Carolina. The project site consists of one fully developed waterfront lot with a
residence having 75 linear feet of shoreline and an adjacent waterfront lot with 25' of shoreline. The.
largest lot is owned by a Mr. Raymond Mann, the smaller lot is owned by Mr. Mann's nieces, a Ms.
Rebecca and Sarah Mann. The lots are vegetated with maintained lawn grasses, a couple of pecan
trees, one live oak and a couple of pine trees. The existing residence on Mr. Mann's property is a vinyl
sided single story home with a white picket fence on the waterward side of the house.
The elevation of the lots is +4' above the normal water level (NWL). The shoreline is stabilized
mainly with granite riprap that covers a lower bulkhead just visible under the rock at the NWL. The
riprap extends well above the NWL on a slope approximately 15' to a retaining wall at the top of the
slope. There are two jetties extending into the river one upstream and one downstream near the
property lines. There is an existing ± 100' pier with a davit for retrieving small boats. There is a wooden
frame with skids installed over the riprap revetment used as a boat ramp to retrieve small boats.
The Pungo River, in this location, is greater than a mile wide, facing Northeast and is subjected
to large wind borne wave action. Water depths offshore of the project site deepen gradually. They are
generally 2' at the toe of the riprap revetment reaching a depth of 4' below the NWL, 100' offshore.
Observations made during site visits by DCM staff on this site and others nearby did reveal the presence
of any submerged aquatic vegetation (SAV). The closest adjacent pier is located upstream a minimum
distance of 125'. This area of the Pungo River is designated as SA NSW by the by the Environmental
Commission, Coastal Waters by the Division of Marine fisheries and is open to shell fishing.
Project Description
The applicants proposes to replace the existing pier with a 5' x 100' shared pier with a 11' x 21'
L-head platform, 2 - 12' x 12' boatlifts, a single pile jet ski lift and 2 - davits for the launching and
retrieving of small boats. Approximately 15 ' of the 100' pier will extend over the riprap revetment. The
existing pier is to be removed prior to construction of the new pier. The new pier will be constructed
approximately 8' south of the property line with Sarah and Rebecca Mann on Ray Mann's property. One
of the proposed boatlifts is to be constructed within the riparian area of Sarah and Rebecca Mann
accessed by a 5' x 16' finger pier. The purpose of the pier is to provide water access for two families.
Anticipated Impacts
The pier and associated finger pier and platform will shade ± 761 ftz of Pungo River bottom.
There will be some localized short-term turbidity during construction of the shared pier. As proposed
the new pier will provide a total of 5 slips. The boatlifts will increase boat traffic in the adjacent
nearshore area and their associated impacts.

a. Give complete description:
The plan calls for a 100-foot concrete pier starting at our upper bulkhead and sloping out 70 feet to a height of one and
one half feet above the water surface then leveling out and extending another 30 feet. The pier will be 8 feet off my nieces
Sarah and Rebecca Mann's property line. At the end of the pier we will have an 11 by 21 foot concrete platform which will
extend to the right. We plan on to installing 2 boat lifts and one Jet Ski lift. Also, we plan on two davits for lifting boats out
the water. The reason for the sloped pier and two davits is to allow us to lift and transport smaller boats on trailers up and
down the pier in the absence of a community boat ramp. One boat lift will be to south side of the pier the other boat lift will
be on Sarah and Rebecca's property to the north. There will be a 16-foot walkway connecting the pier to this boat lift
The construction process will start by bringing in an excavator on a barge to the construction site. The excavator is
equipped with a pneumatic vibrating head. After removing the existing pier the excavator will drive 35 - 40 large treated posts
into the river bed. Once the poles are in place a framework of 4" by 6" treated boards fastened with galvanized bolts is
constructed. Then the 4' by 10' concrete slabs are placed within the framework and secured with galvanized bolts. After the
pier is constructed the lifts and davits are added along with supplying water and power
I (Ray Mann) have been authorized to serve as an agent for my nieces' Sarah Mann and Rebecca Mann to act on their
behalf for the purpose of applying and obtaining all CAMA permits necessary to construct the pier and boat lift that will go on
their property.

To Whom It May Concern,
This cover letter is accompanying my application packet for a Major CAMA permit. Its primary
purpose is to give a brief overview of our proposed project including location, individuals involved,
purpose, description, and a list of the documentation included in the packet.
My wife Debora and I along with my older brother, Jeff Mann and his family, must replace the
wooden pier we have been sharing for many years on the Pungo River. Jeff's daughters, Sarah and
Rebecca Mann, own the two twenty-five foot lots adjacent to our lot on the west side of the Pungo River in
Beaufort County. We are located in the Woodstock community. This property was originally owned by our
parents, Thurston and Lela Mann. The proposed plan for this new 100 foot concrete pier calls for five
moorings. With this number of moorings it is necessary that we apply for a Major CAMA permit. The
majority of the pier will be on the property belonging to Debora and me. There will be a small walkway
from the main pier to a boat lift on my nieces' property. This walkway will cross over the property line
separating our two lots. It was the wish of our parents that my family and Jeff's family share the use of a
single pier in harmony. By building a pier in this manner it allows us to follow Mom's and Dad's wishes
but maintains a certain level of independence. It is also less of an impact on the river front by having a
single, shared pier instead of two. Rebecca and Sarah agree fully with the proposed project and have
signed consent for me to serve as their agent in this proposal. They have signed the Adjacent Riparian
Property Owner Statement and waived the 15 foot right of way.
The property to the north of our nieces' property has recently changed ownership. The house and
property it sits on were sold to Bernie and Ruth DeHoog of Greensboro. The Dehoogs received a complete
copy of the proposed project through certified mail and signed the return receipt.
The adjacent property owners to the south are my aunt and uncle, Walter and Kay Mann. They have
signed the Adjacent Riparian Property Owner Statement and have received a complete copy of the
proposed project through certified mail as evidenced by the signed return receipt.
The plan calls for a 100-foot concrete pier starting at our upper bulkhead and sloping out 70 feet to a
height of one and one half feet above the water surface then leveling out and extending another 30 feet. The
pier will be 8 feet off Rebecca's and Sarah's property line. At the end of the pier we will have an 1 l by 21
foot concrete platform which will extend to the south (down stream) - away from Rebecca's and Sarah's
property. We are planning to install a boat lift as well as two davits for lifting boats out the water. There
will be one personal water craft (PWC) lift. The reason for the sloped pier and 2 davits is to allow us to lift
and transport the smaller boats on trailers up and down the pier in the absence of a community boat ramp.
In addition to the lifts and davits described above, we will install another boat lift on Rebecca's and Sarah's
property as mentioned above. There will be a 16-foot walkway connecting our pier to the boat lift on
Rebecca's and Sarah's property.
We plan to remove the remnants of the old pier and start construction of the new pier in the spring of
2010. We hope everything will be completed for the 2010 summer season. We plan on having Perry
Bonney from Beaufort County construct the pier and install the lifts and davits. Mr. Bonney has already
constructed several concrete piers in the Woodstock community and his construction is structurally sound
and blends in well with Woodstock's natural landscape. Also, Mr. Bonney has done several projects under
CAMA permits and is very familiar with their regulations and requirements as well as the standard
construction practices for installing concrete piers.
The construction process will start by bringing in an excavator on a barge to the construction site.
The excavator is equipped with a pneumatic vibrating head. After removing the existing pier the excavator
will drive 35-40 large treated posts into the river bed. Driving the posts in the ground with the pneumatic
vibrating head is far superior to the old method of "washing" the posts in the ground. Once the poles are in
place a framework of 4" by 6" treated boards fastened with galvanized bolts is constructed. Then the 4' by
10' ft. concrete slabs are placed within the framework and secured with galvanized bolts. After the pier is
constructed the lifts and davits are added along with supplying water and power. Mr. Bonney has
anticipated the work will take 2-3 weeks to complete.
