Project Description The project will modify the pumps and appurtenant force system for the "Hoke Landing Sewer Improvements" (Permit No. WQ0022729 Modification). The existing submersible duplex pump station located adjacent to Hwy. 401 near the Hoke Landing Shopping Center is presently equipped with 16 HP ABS Model 125/21) pumps. The force main system is comprised of 3" and 4" pipe extending approximately 10,550 linear feet from the pump station to a discharge point into an existing 8" gravity main near the intersection of Rockfish Road and Philippi Church Road. The existing grinder pumps will be replaced with smaller 10 HP grinder pumps. The force main system will be modified to discharge into the Beaver Creek Interceptor (WQ 0033891 Modified) which exists across Club Pond Road from the Hoke Landing Commercial Facility. Once complete the existing force main system appurtenant to the station will be approximately 1,800 linear feet in length. The existing 3" and 4" force main along Club Pond Road and Rockfish Road will be abandoned in place. B. Reason for Modification This relocation of the discharge point to the Beaver Creek Interceptor allows flow from the Hoke Landing Commercial Facility to be diverted to the proposed Hoke County Wastewater Treatment Facility in the future. The modification also serves to shorten the force main system by approximately 8,750 linear feet in the near term. ELF k - F R 0 On behalf of Hoke County please find the referenced Fast -Track Application and supporting documents listed below. 1. One (1) original and one (1) copy of the application. 2. One (1) copy of the Flow Tracking Form from the "Beaver Creek Sewer Interceptor Project" (WQ0022891 Modified). The flow stream for this project is tributary to the "Beaver Creek Interceptor" and was accounted for in the permitting of that project. 3. A $480 check for the application fee. 4. A portion of a USGS quad map marked up to indicate the project components. Please note the Quad Map is the same one used for the "Beaver Creek Interceptor". It has been edited to include the components from this project. 5. A street level project map (this map offers more project detail than the USGS map). This map is one we have used to exhibit the changes and improvements to the Hoke County sewer system in this area. The project will modify the pumps and appurtenant force system for the "Hoke Landing Sewer Improvements" (Permit No. WQ0022729 Modification). The existing submersible duplex grinder pump station located adjacent to Hwy. 401 near the Hoke Landing Shopping Center is presently equipped with 16 HP ABS Model 125/2D pumps. The force main system is comprised of 3" and 4" pipe extending approximately 10,550 linear feet along Club Pond Road and Rockfish Road from the pump station to a discharge point into an existing 8" gravity main near the intersection of Rockfish Road and Philippi Church Road. Mr. Trent Allen Page 2 March 29, 2011 The existing 16 HP grinder pumps will be replaced with smaller 10 HP grinder pumps. The force main system will be modified to discharge into the Beaver Creek Interceptor (WQ 0033891 Modified) which exists across Club Pond Road from the Hoke Landing Commercial Facility. Once complete the existing 3" and 4" force main along Club Pond Road and Rockfish Road will be abandoned in place. This relocation of the discharge point allows flow from Hoke Landing to ultimately be diverted to the proposed Hoke County Wastewater Treatment Facility. The downstream sewer is the Beaver Creek Interceptor (WQ 0033891 Modified) and ultimately the City of Raeford at present. There is no new flow; however the customer base for the Hoke Landing collection system has expanded since the project was originally permitted for a flow of 7,338 gallons per day. According to regulatory guidelines the flow accepted by the Hoke Landing collection system and diverted to the Beaver Creek Interceptor by this project is approximately 25,710 gallons per day. This does not include the East Hoke Middle School whose flow has already been diverted to the Beaver Creek Interceptor. A spreadsheet summarizing the current flow is attached to the permit. Likewise the pump station which is part of the Beaver Creek Interceptor is designed for a full build out at Hoke Landing of 57,600 gallons per day. Hoke County recently received Permit No. WQ0035111 for the "Hoke Landing Sewer Extension". The project has not been constructed. The "Hoke Landing Pump Station Modification" will replace WQ0035111 as the means to divert flow from the Hoke Landing Commercial Center into the Beaver Creek Interceptor. Hoke County may ask for this permit to be rescinded in the future. On behalf of Hoke County we appreciate your assistance permitting of this project. If you have any questions concerning this package please contact me at this office. Sincerely, MARZIANO & McGOUGAN, P.A. Charlie McGougan, P.E.
