We have addresses you comments from November 1". Our responses are below in green.
Failure to completely and/or correctly answer al sections of the application form
FTA. Section VI (2) has been updated to show "N/A" as the developer is not the
client. Sections IX (1) has also been updated indicating that the system complies
with "Minimum Design Criteria."
Failure to submit a complete Planning assessment Addendum in respect to
Riverdale Pump Station, in which available capacity is reportedly <0 gallons per
day. The City of High Point has provided information on the upgraded Riverdale
Pump Station with the approval signature of Terry Houk. See page 3 of 6 of the
FTA.
Failure to submit a planning assessment addendum in respect to Waterview pump
station, in which available capacity is reportedly <0 gallons per day. The City of
High Point has provided information on the Waterview pump station upgrade to
provide additional capacity. See page 3 of 6 of the FTA.
Included are one (1) original and one (1) copy of the previously submitted Application
Package, and one (1) check for $480.00.

This application is being submitted to obtain permitting for approximately 1,7351f of 8
inch public gravity sewer extension located on St. John's Street and Brayden Drive. The
aforementioned extension is being done in Phase 5 of Meadow Valley subdivision
located in the City of High Point, to provide service to 38 new lots in said phase. This
application is being submitted separately from the privately -owned force main and pump
station, that is also proposed in the Meadow Valley Phase 5 subdivision.
The design and plan review was done in accordance with NCDEQ's Gravity Sewer
Minimum Design Criteria and the City of High Point standards and specifications. Work
on the sewer installation is planned to begin in Fall 2019.

III. Certification Statement
I, Terry Houk certify to the best of my knowledge that the addition of the volume of
wastewater to be permitted in this project has been evaluated along the route to the receiving wastewater
treatment facility and that the flow from this project is not anticipated to cause any capacity related
sanitary sewer overflows or overburden any downstream pump station an route to the receiving treatment
plant under normal circumstances, given the implementation of the planned Improvements identified in
the planning assessment where applicable, This analysis has been performed in accordance with local
established policies and procedures using the best available data. This certification applies to those items
listed above in Sections I and II phis all attached planning assessment addendurns for which I am the
responsible party. Signature of this form certifies that the receiving collection system or treatment works
has adequate capacity to transport and treat the proposed new wastewater.

PLANNING ASSESSMENT ADDENDUM (PAA)
Submit a planning assessment addendum for each pump station listed in Section II where Available
Capacity is < 0.

a. The proportion and amount of Obligated, Not Yet Tributary Daily Flow (C) accounts for
% and MGD of the Available Capacity (E) in Pump Station

b. The rate of activation of this obligated, not yet tributary capacity is currently approximately
MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely

The City of High Point met with NCDEQ on February 9, 2017 to discuss the flow allocation
to Riverdale Pump Station while the station was being studied for an additional increased
capacity of 2.0 MGD. As a result of the meeting, the City and DEQ agreed that the current
average daily flow for the Riverdale Pump Station was 8.4 MGD. The City of High Point
has contracted with 3 engineering firms to expand the capacity of the Riverdale
Pump Station to 30 MPD. The pump station upgrades are anticipated to be completed
December 2019.
The Skeet Club DOT widening project includes upsizing a mile portion of existing
Waterview 10" force main to 16". This will increase one pump capacity to over 1800 gpm
and the station firm capacity to over 2500 gpm. Construction of the 10" to 16" force main
upgrade is almost complete and it should be placed in service by the end of November 2019.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to
allow this flow to be permitted, without a significant likelihood of over -allocating capacity in the
system infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste
disposal system.
