Thank you for the follow up. I see now. The original COC was issued to Meritage already (as was the original
E&SC approval), so this is not really a change of ownership as far as the NCGO10000 coverage is concerned.
With our modification process, we would not issue a new Certificate of Coverage anyway -- we simply add
information to the permit file (and send a confirmation email). That's still appropriate here, and I'd
recommend submitting that Mod Request form again. Because there's no new COC generated, we won't be
able to replace the EPM number on the COC, but the documentation of the transition will be added to the
permit file for NCC191249.
I apologize for the rejection because I misunderstood the request. If you have any other questions, let me
know. I'll be sure to get the next request through when it comes in.

I wanted to follow up to your email to Meritage below for clarity. Meritage Homes has been the financially responsible
party for this construction from the beginning, and nothing about the design has changed in any way since the last eNCI
and COC. Meritage Homes recently closed on the property to take ownership of it after final plan review and approval
was completed by the local jurisdictions. The local erosion control inspector would not schedule a precon due to the
ownership of the property changing, despite the fact that the financially responsible party never changed. Mecklenburg
County required a new FRO form be submitted to them.
I guess my question is, do we need a new COC for this project at all since the design, denuded limits, and the financially
responsible party never changed? The COC attached does not even reference the owner, only Meritage. Can we just
modify the current COC for the new EPM number?

Just to follow up, below is a record of what was entered as the reason for the modification on the
request. Unfortunately we are unable to change ownership of an existing COC. The new owner will need to apply for a
separate COC using the eNOl form for coverage under NCG010000.

The financially responsible party purchased the property, The owner listed for the
property was adjusted on the FRO form to reflect this change. Additionally, the
individual was formerly listed as Brett Manery and is now Tad Lugibihl. No changes
to denuded limits.
