man-made canal.

9. PROJECT DESCRIPTION
The applicants property is located at 960 Broadway Street, within the Town of Surf City, in Onslow County.
The property is located adjacent to a man-made canal off the Atlantic Intracoastal Waterway (Topsail Sound)
and is in the area of Surf City known locally as Old Settler's Beach. This man-made canal is the connecting
canal of a series of seven finger canals which start just north of the Pender/Onslow County line. The
applicant's property is the next to last property at the head of the canal.
The high ground property is a residential pie shaped lot measuring approximately 89' wide on the canal side by
153' deep. The elevation of the property is approximately 3' above normal high water. All previously existing
structures on the property, including a mobile home and storage shed, have been removed.
The lot has approximately 89' of shoreline along the man-made canal. High ground vegetation includes lawn
grasses, Southern Wax Myrtle (Myrica cerifera), -Red Cedar (Juniperus virginiana), and Willow (Salix spp.).
The property has an irregular shaped shoreline consisting of an approximately 2'-3' high eroded bank with
several fallen trees. Scattered remnants of past rip rap stabilization efforts are present along much of the
shoreline. Approximately 70-80% of the shoreline is sparsely vegetated with Smooth Cordgrass Marsh
(Spartina alterniflora) in widths varying from 1' to Y. This marsh vegetation is in patches along the shoreline
due to the presence of the rip rap, fallen trees and a collapsing bank.
The open water portion of the man-made canal measures approximately 200' across at the applicant's property,
while the actual dredged channel measures approximately 100' wide. The waters of the canal are classified
"SA" by the Division of Water Quality. The area is not designated as a Primary Nursery Area and is closed to
the taking of shellfish.
The applicant is proposing to construct a bulkhead, boat ramp,; dock, boathouse and two covered jet ski lifts
into the man-made canal. The bulkhead would be constructed an average of .2' waterward of the normal high
water (NHW) contour, which is located at the toe of the escarpment. Because of the irregular shape of the
shoreline the bulkhead would be located in some places up to :5' waterward of NHW. The bulkhead would be
constructed of vinyl_sheets jetted or driven into the sand. The boat ramp would measure 12' wide by 20' long
and would be constructed at the northeastern property corner, parallel to the property. line. The structure
would extend approximately 20'-22' waterward of the NHW line. The ramp would be constructed of concrete
slabs, poured on high ground and pushed into place using a backhoe. The proposed docking facility structures
would be constructed directly. adjacent to ..the-proposed bulkhead. Beginning at the proposed boat .ramp and
continuing west, -the applicant is-proposing: a 12' wide by 15.5' long uncovered deck located directly adjacent
to the proposed ramp; an 8' by 12' :covered deck with two covered jet ski lifts separated by a 3' wide by 8'
long walkway at the waterward.end; a 15' wide by 27' long boat house with 3' wide by 24' long -finger piers.
on each side. -Approximately 1.5' by 24' of the :finger piers would extend beyond the roof line of the boat
house. Two mooring pilings-are also proposed approximately 20' west of the boat house. Water depths at the
end of the structures would be approximately -3.25' at low tide. The structure could provide docking space
for up to four vessels.

10. ANTICIPATED VWACTS
The proposed bulkhead and backfill activities would result in the filling of approximately 150 sq. ft. of sparse
Spartina alternitlora marsh and approximately 30 sq. ft. of unvegetated shallow bottom area. Installation of
the bulkhead tie-back and dead-man system would result in the disturbance of approximately 1,800 sq. ft. of
highground. The proposed boat ramp would result in the filling of approximately 240 sq. ft. of shallow canal
bottom and approximately 180 sq. ft. of high ground. The proposed boat house and dock construction would
result in the incorporation of approximately 759 sq. ft. of public trust area within. the canal and would not
extend more than 25 % of the width of the water body. The applicant has a signed waiver for the 15' setback
from the adjacent property owner to the east. All structures on the western side of the property would be at
least 15' from the adjacent property owner's area of riparian access. Minor increases in turbidity can be
expected during piling installation.
