PROJECT SUMMARY: The applicant proposes to excavate adjacent to the community dock of the 1612 Homeowner's Association, within Taylor's Creek, located at 1612 Front Street in Beaufort, NC. Also proposed are two boat lifts within existing slips. Field Investigation Report 1612 Front Street HOA Page 2 9. NARRATIVE DESCRIPTION: The project site is located adjacent to Taylor's Creek, at 1612 Front Street in Beaufort, NC. This lot is the common property for the 11 single-family residences to the north side of Front Street. The south side of Front Street is the site of the proposal, is approximately .10 acre in size, and varies from 0' to + 12' msl in elevation. The lot is predominantly occupied with high ground grasses, weeds and wax myrtle. It is stabilized with riprap and has a fringe of coastal marsh. A pier, t-head, finger docks, mooring pilings, and boatlifts are existing, issued under State Permits #'s 28147-C, 021105-C, 019891-C, and 36-97C. A Notice of Violation, #01-25C was issued for the construction of boatlifts within existing slips without authorization. This has been resolved and the civil assessment paid. A total of eight slips exist, with 6 boatlifts. Taylor's Creek is approximately 400' across at the project site. The waters of Taylor's Creek are closed to the taking of shellfish, are classified SC by the Division of Water Quality, and are not designated PNA's. The Town of Beaufort Land Use Plan classifies this area as Developed, with all AEC's classified Conservation. The applicant wishes to accomplish a water depth of -6' nlw at the location of the two.most landward slips. Because this specific location of Taylor's Creek has never been excavated, a major permit is necessary. The bottom composition is predominantly sand and silt, with low water soundings in the project area of -1.0' to -3.25'. Immediately adjacent to the project terminus the water depth is -61, dropping quickly to -15' nlw. The location of the proposed dredging has been indirectly disturbed due to its proximity to the federal channel, by the maintenance of the federal channel. The end of the docking system is approximately 74' from the near bottom edge of the authorized channel line. The proposal is to excavate 65' by 151, the width of the slips. Approximately 148 cubic yards of material will be removed by dragline to barge, with the spoil offloaded to an approved high ground location within a Beaufort development known as Turner's Creek Plantation. Permission is on file from Gary Mercer, the owner of the designated spoil location. Additionally proposed are two boatlifts within slips #7, 8. The lifts will be uncovered, 13' x 13' in size, and with their construction there will be a lift in every slip. 10. ANTICIPATED IMPACTS: As proposed, the excavation will cause the disturbance of approximately 975 square feet of silty/sandy bottom habitat, removing approximately 148 cubic yards of material from the system. Turbidity impacts can be anticipated during excavation. The use of this area will not change. The purpose of the proposal is to provide deep-water dockage for existing slips.
