HomeMy WebLinkAboutNCG030629_Char-Meck Co Aug 2018 Inspection Report with Letter_20180929Charlotte -Mecklenburg STORM WATER Services September 19, 2018 Wire -Bond Attn: Eddie Brown, Plant Manager 400 Rountree Road Charlotte, NC 28224 2145 Suttle Avenue Charlotte, NC 28208-5237 Subject: Industrial Facility Inspection Wire -Bond — 400 Rountree Road, Charlotte Dear Mr. Brown: On August 24, 2018, Ron Eubanks of Charlotte -Mecklenburg Storm Water Services (CMSWS) conducted an inspection of the above referenced facility as a requirement of the City of Charlotte's NPDES Permit, NCS000240, Part II Section H. Inspection authority is granted by Charlotte City Code Chapter 18, Article III, Section 18-82. At the time of inspection, the facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance. There were some storm water pollution concerns noted and the following recommendations are provided: 1) Charlotte Storm Water Pollution Control Ordinance Review • Stormwater System — Stormwater runoff drains by sheet flow and discharges from the property via eight (8) outfalls. Inlet and outlet protection (i.e., Filtrexx filters and straw bales) were observed at several stormwater catch basins and outfalls on the property. Facility staff indicated that lot sweeping activities are conducted twice a week to remove sediment accumulation. It is recommended that Wire - Bond continue using inlet/outlet protection and lot sweeping activities to address stormwater pollution on the property. Erosion Issues — There was minor erosion observed near the fence line on the western property boundary. It is recommended that the eroded area on the property be stabilized with ground cover and/or rip rap to control stormwater erosion. Structural Stormwater BMPs — Filtrexx filter best management practices (BMPs) are being used at each of the outfalls on the property to address elevated metals in stormwater runoff from the property. It is recommended that the Filtrexx filters be routinely inspected and replaced as needed. Waste Storage/Disposal Areas — There are two (2) municipal waste dumpsters and five (5) scrap metal containers located on the property. The municipal waste dumpsters were covered and appeared to be in good condition; however, some of the scrap metal containers were uncovered. It is recommended that the scrap metal containers be covered to prevent stormwater accumulation and reduce metals in stormwater runoff. • ObTo report pollution or drainage problems, call: 311 http://stormwater.charmeck.org CHARLOTTE. .o Eddie Brown, Plant Manager September 19, 2018 Page 2 The inspection was also conducted as part of a cooperative working agreement between Mecklenburg County and the North Carolina Department of Environmental Quality (NCDEQ) — Division of Energy, Mineral and Land Resources (DEMLR). NCDEQ — DEMLR has been copied on this report and made aware of the following observations regarding the facility's NPDES stormwater permit: 2) Stormwater Pollution Prevention Plan (SPPP) A Stormwater Pollution Prevention Plan (SPPP) has been developed and recorded for Wire -Bond. 3) Qualitative Monitoring Qualitative monitoring has been conducted and recorded for Wire -Bond. 4) Analytical Monitoring Analytical monitoring has been conducted and recorded monthly for Wire -Bond per the tiered response requirement of their NPDES Stormwater Permit. 5) Permit and Outfalls Filtrexx filters and straw bales were observed at each of the outfalls on the property. It is recommended that the filters and straw bales be inspected and replaced as needed. Items under Sections 2 — 5 of this cover letter are specifically related to requirements in your State -issued NPDES Stormwater Certificate of Coverage NCG030629, and as such, you may receive a separate letter from NCDEQ asking you to follow-up and address those particular items. The facility manufactures metal wire concrete wall reinforcement products. Zinc plating and hot dipped galvanizing activities are conducted at the site. File Review/History: Charlotte -Mecklenburg Storm Water Services (CMSWS) has conducted previous inspections at Wire -Bond on February 29, 2012, August 24, 2015, August 17, 2017, and March 2, 2018. The report from the February 29, 2012 inspection was issued as a Notice of Violation under the City of Charlotte Storm Water Pollution Control Ordinance. Inspection Summary: The Wire -Bond facility was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance during the recent inspection. Oil/water separator and/or No Wire -Bond pretreats process water from the plating lines pretreatment before discharging into the Charlotte Water sanitary sewer system (Permit #3017). There is also an oil/water separator located on the property. The oil/water separator should continue to be routinely checked and cleaned to ensure it functions properly. The floor drains inside the manufacturing building are connected to an oil/water separator which discharges into the sanitary sewer system. Spill response equipment No There are spill response kits located at the site which are used to clean up spills and leaks on the property.
