Re: Kittrell Hill BPDP and MBI Approval

Dear Mr. Griffith,

The Division of Water Resources (DWR) received a draft Bank Parcel Development Package (BPDP)
for the Kittrell Hill Mitigation Site (Site) in 2019, for review and approval under the terms and
conditions of the Eco Terra Partners, LLC (ETP) Kittrell Hill Mitigation Banking Instrument for
Riparian Buffer Mitigation and Nutrient Offsets (MBI) received on December 19, 2019. Effective
March 26, 2020, the MBI was made and entered into by ETP acting as the Bank Sponsor, and the DWR.
Katie Merritt, with DWR, reviewed the BPDP and MBI documents and provided comments and
recommendations. DWR received a revised BPDP and MBI that addressed all comments and
recommendations. The table below summarizes the timeline of the BPDP and MBI:
