On behalf of Duke Energy, HDR is requesting an amendment to the previously approved Section 404 (Action ID SAW-
2018-02075) Nationwide Permit 12 and Section 401 (DWR# 20190432) Water Quality Certification 4133 for the Pleasant
Garden Road Looping Project (Project). Duke Energy proposes to construct an access road (Flare Site Access Road)
from Ritter’s Lake Road (SR-3325) on Parcel ID 135409 required for the flare testing site east of the Pleasant Garden #2
regulator station (currently under construction). The flare site is required so that Duke Energy can safely purge the
pipeline of gas to facilitate the movement of in-line inspections tools. Duke Energy is required to complete this process
every seven years at a minimum.
The proposed access road was routed to avoid and minimize impacts to existing jurisdictional wetlands. The 15-foot-wide
access road, associated side slopes, and culvert will result in approximately 0.066 acres of total permanent wetland
impacts. Approximately 0.010 acres of wetlands will be temporarily disturbed within the limits of disturbance and will be
allowed to naturally re-vegetate after construction. No jurisdictional streams will be impacted as a result of proposed
activities. Below is a table of the proposed wetland impacts to be included in this permit amendment request.

The mitigation ratio for unavoidable permanent impacts to scrub-shrub wetlands is assumed to be 2:1. A request for 0.132
of riparian non-riverine wetland credits will be submitted to the N.C Division of Mitigation Services (NCDMS) in-lieu-fee
program and the invoice will be forwarded once it is received.

Attached to this email are the design plans for the Flare Site Access Road. The wetland impacts are illustrated on
Drawing Number CSSP-004, page 5 of 9 in the attached pdf. We ask that you review the attached plans and include the
additional impacts as part of Duke Energy’s Section 404 Nationwide 12 and Section 401 Water Quality Certification 4133
authorization.
We are sensitive to the recent COVID-19 health crisis, we would greatly appreciate if you could provide insight or
guidance on how this crisis will affect the processing of Clean Water Act permitting submittals. Please do not hesitate to
