SUBJECT: Tho Meadows, Ltd.
The Meadows Apartments
Saver Collection System
Raeford, Hoke County
The City of Raeford requested and received from the Environmental
Management Commission a Special Order by Consent (SOC) EMC XQ 82-20 ad
to discharge approximately 57,600 GPD of additional wastewater to
the city's wastewater treatment facility. This was necessary since
final effluent limitations were not being met. The subject SOC expired
on November 1, 1982, when the treatment plant improvements were completed,
however, the subject application was received September S. 1982. The waste-
water addressed in the SOC included wastewater from a Turkey Hatchery, a
Shopping Center and three (3) apartment complexes. One of the apartment
complexes was the Meadows Ltd., which would have an estimated flow of 8,400
GPD. The developer, John C. Loving, for the Meadows Ltd. received the
necessary authorization (Permit No. 7678) to construct collector lines for
the subject appartments.
The subject application is requesting an authorization to construct a
sewer line (308' of 8" and 150' of 6") and two (2) manholes to connect the
Meadows Ltd* collector line with the City's sewer system. Mr. Ron Matthews,
City Maaager, City of Raeford in a letter dated December 10, 1982 (sae
attached) clarified this current request. Therefore, it is the recowlendation
of the Fayetteville Regional Office that the subject request to construct the
sewer line extension from the Meadows Ltd. be granted since the flow (approxi-
mately 8,400 GPD) was previously approved in the City of Raeford's SOC.

proposed wastewater facilities. This review will not commit this Division to
approving any expansion of these treatment facilities or increase of flowrate in
the future.
Prior to the issuance of the permit, you will be advised of the recommendations
and comments of this Division. You will also be informed of any matter which needs
to be resolved.
Our reviews are scheduled based on receipt date of complete informations. The
