Inspection Summary:
On March 5, 2020, MRO staff conducted a Compliance Evaluation Inspection for permit W00006245 Sta-Lime distribution
permit. The analytical data were presented as part of the AR inspection report presented by the City of Stateville as part of
the permit requirement.
The site visit was also for the purpose of completing the requirement for the staff report that has to be generated as part of
the permit renewal process. A separate report was generated for the AR review.
As part of the Sta-Lime Process, Class B residual generated at the Fourth Creek WWTP are lime stabilized to created
sufficient reduction to generate a Class "A" residual that can be distributed for use to the public under the 503 Rules.
During the site visit, the uncovered residual storage area was reviewed. Recent rain events have caused the Class B
residuals to become semi -solid and the supersaturated residuals flowed off of the storage pad and onto an area next and
down -slope from the pad. MRO was notified within the required time -period regarding the movement of the residuals. No
residuals entered a conveyance or a surface water feature. The spill plan was implemented correctly and the area where the
residuals left the storage pad was limed. Straw was also placed in the flow area and the area was re -seeded.
The storage area has been in need of being upgraded for several years. The MRO would like to see this area become more
secure to prevent the flow of the residual material from occuring in the future. During the site visit, mention was made by 4th
creek staff that there has been discussion about placing a cover over the Class B storage pad area to help with preventing
the residuals from becoming saturated to a state that would allow for the residual material to flow.

Haul trucks were not
inspected during the inspection as distribution was not occurring during
the time of inspection.
As part of the distribution permit, The City of Statesville provides an instruction pamphlet to
customers receivina the lime Dasteurized residuals.

Comment: PVAR is by Lime Stabilization. The lime records indicate that pathogen reduction meets the
standard for time on temperature for 24, 48 and 72hr. pathogen reduction.
