Inspection Summary:
The values are present to be able to perform the calculation for PAN and SAR. SAR was not presented in the analytical data
and the SAR formula was not presented in the AR. When MRO staff performed the calculation for SAR, the value for SAR
was below 10. Future Annual Reports should include the completed calculation and value for SAR
MRO staff were able to repeat the values provided in the analytical data presented in the for PAN.
The MRO has included an attached which provides instruction of the Annual Report requirements.
The PFRP data indicates the adequate reduction of pathogens has been achieved to the degree that qualifies the composed
material to be considered to be a class "A" residual.
Bulking agent records are also presented in the AR.
Overall, the AR indicates the RCF is in compliance with the permit.

Comment: This is an AR review. A site visit was not conducted during this review. Metals and TCLP
analyses is presented in the AR. Both the TCLP and Metals appear
to be within permit limits.
PAN and SAR and the values for thsese parameters also appear to be within the permit limits.
Documentation is provided by the RCF to persons recieiving the compost product.
Hauling records are presented in the AR and the records appear to be complete.

Comment: PVAR is performed by time and temperature to achieve greatest reduction. The digestion is by
Aerobic methods. Final reduction is through time and temperature via a tunnel reactor with
continued reduction on the curing pad. The final product is a composted material.

Comment: Time on temperature records are presented in the AR. The records indicate that the material
has achieved the required temperature for a period long enough to provide the required reductiol
to be considered a class "A" bio-solid that can be disributed.
