Explain the purpose of the proposed project:* The purpose of the project is to expand the equipment storage/laydown capacity for the existing equipment rental company to accommodate anticipated increase in demand driven by planned renovation projects at Camp Lejeune. A new road access off of Judges Road Will also be constructed to allowadditional access to the project site. This will result in an increase in built -upon area which Will require modifying the existing stornmeter treatment basin which is resulting in the proposed wetland impact. The existing stornmoter basin is adjacent to the wetland and other areas adjacent to the basin on the property are in use. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* Grading and earth -moving machinery and equipment Will be used to perform the basin expansion, create the additional rental equipment storage areas and construct the new access road off of Judges Road. Total Permanent Wetland Impact 0.098 2g. Total Wetland Impact 0.098 2h. Comments: The proposed impacts are associated with expanding the existing stormwater basin that is currently on the project site treating runoff from existing built -upon area. The impacts include additional footprint for the basin expansion, and installation of inflow pipe and swale, both of which will flow into the expanded basin. Other areas adjacent to the existing basin on the project site are currently developed. E. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Approximately 0.102 acres of the wetland have been avoided. The size of expanded stormwater pond was designed at the smallest footprint possible to be able to treat the additional stormwater runoff and the pipe and stormwater conveyance swale going through the wetland were designed for the smallest footprint possible that Will allowfor proper transport of runoff from the additional built -upon areas. The elevations of the permanent pool and bottom of inflow swales are both well above the bottom of the adjacent ditch feature which will eliminate additional drainage effects resulting from the basin expansion on the remaining/avoided wetland. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Sedimentation and erosion control measures, such as silt fence and temporary seeding, will be used to avoid unpermitted impacts during construction. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State? r Yes r No 2b. If this project DOES NOT require Compensatory Mitigation, explain why: Wetland impacts do not exceed 0.1 acres F. Stormwater Management and Diffuse Flow Plan (required by DWR) C^) 1. Diffuse Flow Plan la. Does the project include or is it adjacent to protected riparian buffers identified within one of the NC Riparian Buffer Protection Rules? r Yes r No If no, explain why: The project is located in the Cape Fear River basin which does not have NC Riparian Buffer Protection Rules. 2. Stormwater Management Plan 2a. Is this a NCDOT project subject to compliance with NCDOT's Individual NPDES permit NCS000250?* r Yes r No 2b. Does this project meet the requirements for low density projects as defined in 15ANCAC 02H .1003(2)? r Yes r No 2c.
