A stream runs along the eastern property boundary. Most of the site has been cleared that there are a few dirt roads throughout it. Two stormwater ponds also exist on site. Adjacent land use is Martin Luther King Parkway to the north, undeveloped and forested land to the east, and residential land to the south and west. 4b. Explain the purpose of the proposed project:* The purpose of the project is to construct the Corps Community Center and Center of Hope for the Salvation Army, which will serve the residents of New Hanover County and surrounding areas. Wetland impacts are needed to construct buildings and parking areas. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The proposed use of the site is the Salvation Army's Community Center and Center of Hope. The Community Center is a community outreach development that is intended to include a community center with classrooms, a worship and performing arts center and recreational center with administrative offices, dining and boarding facilities. The Center of Hope proposes a 58-bed group home to assist individuals and/or families in a housing crisis, which will transition them into the Life Skills Program, assisting them to obtain employment and housing. This mix of uses is compatible with the Community Center and is in a campus like setting that is pedestrian friendly, accessible to transit, and connected to adjacent neighborhoods and roadways with two points of ingress and egress. Other key features include: Center of Hope Shelter, a 21,275 SF facility consisting of housing (including dining facilities), administrative offices, maintenance, Corps Community Center, a 28,235 SF consisting of a worship and performing arts center, classrooms, recreational center, administrative offices, and Christmas storage. The NC Natural Heritage Program database was used to determine the known presence of rare species. No federally listed species are known to occur on the site. The West Indian manatee and Altantic Sturgeon are known to occur within one mile of the site, likely within Smith Creek located approximately 0.5 mile north of the site. The project area does not provide suitable habitat for these species. Most of the site has been cleared of vegetation. Some forested areas exist around wetlands and ponds. These areas may support appropriate roosting habitat for the northern long-eared bat. Since no hibernacula or roosting trees are known to occur in close proximity to the site, any effect to the species from tree clearing would be exempt per the 4(d) rule. Wetlands to be impacted are likely too densely vegetated to provide suitable habitat for federally listed plants known to occur in the area. Consultation Documentation Upload 6.
