PROJECT SUMMARY: The applicant proposes to remove two existing concrete boat ramps and replace them with a single, larger concrete boat ramp with sidewall groins/jetties. In addition, the applicant proposes to replace the existing pier & pier access walkway, place riprap in the old ramp footprint and replace a section of bulkhead. Proiect Settin The proposed development is located at a Camden County and CAMA public water access site known as the Milltown Road River Access. It is located at the end of Milltown Road (SR 1113); however, it is addressed as 0 Beech Tree Drive, Shiloh, Camden County, and is adjacentto the Pasquotank River. This water access site is currently closed due to damages to the facility. The property is ±7,761 ft2 in size with elevations that approximate 6' above normal water level (NWL). The majority of the highground area is gravel approach/parking with a 20'x16' concrete pad for handicap parking. Areas that are vegetated contain maintained yard grasses, groundsel bushes and one Live Oak tree. Based on available information, no archaeological sites are on or near this property. The shoreline is±72' in length and contains two deteriorating concrete boat ramps. The eastern ramp measures ±34'x11' and abruptly ends at NWL while the western ramp measures ±40' x12' with ±20' of that length extending waterward of NWL. Both boat ramps have groins incorporated into their sides as structural components. The remaining shoreline has been hardened with granite riprap as well as a 21' section of bulkhead located landward of the riprap. This bulkhead extends from the western boat ramp groin to a bulkhead return along the western property line. A ±38'x5'ground level wooden walkway extends from the parking area adjacent to the western ramp to the shoreline where it then piers out ±42' into the Pasquotank River. This pier is not currently usable due to storm damage and has been blocked off from use. The waters of the Pasquotank River in this area are considered Joint Waters, classified as SIB and are closed to shellfish taking. There is ±2.2 miles of open water to the west of the site. The bottom substrate is made up of fine sands and water depths within the project area range from 05to ±4' below NWL. Submerged Aquatic Vegetation (SAV) was not observed growing within the project area. The adjacent riparian property to both the east and west are residential in nature with single- family dwellings, bulkheaded shorelines and docking facilities. Development Proposal Camden County is proposing to renovate the water access site by first removing both existing concrete boat ramps. These ramps will be broken up into usable riprap pieces that will initially be stockpiled on -site and later placed within the former footprint of the eastern ramp. In place of the two boat ramps, the applicant is proposing to install one 55' long x 18' wide concrete ramp. Prior to the boat ramp installation, two permanent vinyl 55' groins/jetties will be constructed to serve as side walls to the ramp and to provide protection from undercutting and scour. A temporary sheet -pile cofferdam will then be installed at the waterward end of the ramp Camden County (Milltown Road Boat Ramp Improvements) Field Investigation Report Page 2 footprint that will tie into the groins/jetties to enable dewatering of the ramp area during construction. A compacted granular soil will constitute the sub -base which will underlie crushed stone. The ramp will be surfaced with a reinforced concrete slab and the temporary coffer dam sheeting will be removed upon completion. The end of the ramp will be ±40' waterward of NWL where water depths are ±4' below NWL. A 30'x18' concrete approach will be added to the ramp within the graveled highground area. The existing 21' section of bulkhead located landward of NWL will be removed and replaced within the approximate existing alignment and additional riprap added to the area. The applicant then proposes to replace the wooden walkway and pier in the approximate existing locations. The wooden walkway over land measures 38'x5' and the pier section will be 43' in length. The pier will be 5' wide for the first 18' and then increase to 6.5' in width for the remaining 25' of length. The pier will then stepdown to a 4'x5' kayak launch platform. Anticipated Impacts • The construction of the groin sidewalls, boat ramp and temporary cofferdam will result in the excavation/grading of ±990 ftz of Estuarine Waters and Public Trust Area AEC's. • The proposed pier and platform will result the shading of ±235 ftz of Estuarine Waters and Public Trust Area AEC's. • It is estimated that the project will result in ±3,166 ftz of land disturbance within the Estuarine Shoreline AEC for the removal and replacement of the ramps and bulkhead as well as the boardwalk replacement. • Impervious area will not be increased by the redevelopment. The listed address of the property is 0 Beech Tree Drive and is located at the intersection of Milltown Road and Beech tree Road. This has been known as the Milltown Road Boat Ramp Property and is referred to as such in the permit request package. Existing on the Site is a gravel drive, upland concrete pad, 2 concrete boat ramps (in disrepair), shoreline stabilization rip rap and sheet pile bulkhead systems for shoreline stabilization and for concrete ramp support. The County wishes to renovate the facility so that it provides a safe and useable resource for the general public. O'Steen, P.E. The Existing Conditions Sheet includes water depths (relative to NWL) and other existing conditions, which includes rip rap under water that is not visible on aerial photos. There are some scattered rip rap pieces further waterward of the rip rap shown, but the mapped location of the material is a best fit line at the waterward toe. There was no rooted SAV or associated rhizomes found within the proposed project area or anywhere in surface waters adjacent to the Site. Additionally, no ripped up SAV was found in wrack along this shoreline. This is not mapped as a potential SAV area and there has been no evidence suggesting SAV has grown in this area in the recent past. Proposed Work Both of the existing concrete ramps will be removed prior to construction of a single, new ramp. The existing ramps will be broken into useable rip rap pieces that will be used on the site. This material will initially be stockpiled on -site before placed in its final location on -site within the footprint of the eastern existing ramp. The timber bulkheads that are planned to be removed will be disposed of at an approved County -owned landfill. Additionally, the boardwalk/pier will be disposed of at the same C&D landfill to the extent necessary. The County preference is to keep the existing pier pilings in place if they are structurally suitable, but please note that this permit request involves complete replacement in the event preservation is not adequate. Prior to excavation/grading and any new concrete work for the ramp, the ramp protection groins will be constructed using timber piles and vinyl sheeting (55 ft each side, 110 ft total). After this, a temporary sheet pile cofferdam will be driven around the end of the ramp footprint and will tie into the side permanent retaining wall/bulkheading to enable dewatering of the ramp area during construction. A compacted granular soil will constitute the sub -base which will underlie crushed stone of thicknesses determined appropriate by a geotechnical engineer. The ramp will be surfaced with a reinforced concrete slab and the end coffer dam sheeting will be removed upon completion. The purpose of the ramp protection groins is two -fold and has become a common practice for several ramps that we have been involved with (design, permitting and construction). During construction, this allows a stable coffer dam system to contain the ramp and to allow for Milltown Road Boat Ramp CAMA Narrative Camden County Updated 2-17-2020 grading, subbase preparation and 'concrete pouring. After construction, these groins will primarily protect the concrete ramp from undercutting/scour, but will also prevent excessive siltation from covering the ramp surface. Longshore current -driven undercutting of ramps is the main problem we have seen with unprotected concrete poured in place or in push slab types of construction. There will be minor grading and shaping inside the coffer dam area since the existing ramp is significantly shorter than the new proposed one. The total amount of material (silty sand dominated sediment) to be excavated for the ramp is 7.5 cu yds based on an analysis of the slope of the new ramp compared to existing conditions. This material will be incorporated onto the site and is not intended to be hauled off. There is no proposed dredging outside of the footprint of the new ramp. The boardwalk/pier will be re -built in the location shown on the plan which is essentially in the same location as the existing one. The boardwalk section is over land and is 38 ft long x 5 ft wide. We refer to the section over water as the pier section which is 43 ft long (the outer 25 ft is 6.5 ft wide). The reason for the 6.5 ft wide portion of pier is to be able to extend the pier width over the approximately 1.5 ft wide ramp bulkheading to help with launching, retrieval and temporary staging of boats. As previously noted, the County would like to keep the existing pilings to the extent they can, but we would like to permit a complete replacement of this and the shoreline parallel section of bulkhead shown on the plan (21 ft) in the event that the pilings are no longer structurally suitable. Off the end of the pier, we are requesting a step-down kayak launch platform (4 ft x 5 ft).
