Barrett M/ SUBJECT: Modification to State Permit #42-00, Issued to the NC Coastal Federation *and NC Sea Grant DATE: April 3, 2002 Please find attached a modification to the aforementioned CAMA Major Permit. As you may recall, this permit was issued on March 22, 2000, as a blanket authorization to allow for the installation of "experimental" shoreline stabilization projects. The intent is to document the effectiveness of these methods over the traditional vertical bulkhead. A brief description of the current proposal and site characteristics follows: APPLICANT: Lupton, Green, Laws, Best Pine Knoll Shores Carteret County Rover # L040216A SITE CHARACTERISTICS: Water. Quality - SA Shellfish - No Visible Oyster Resource, Open PNA - No Land Use Plan Classification - Conservation This site encompasses four residential properties adjacent to Bogue Sound within the town of Pine Knoll Shores. The property owners have entered into a cost sharing agreement with the NC Coastal Federation to install an alternative shoreline stabilization project along the eroding marsh line and eroding shoreline bordering their property. There is an existing pier and dock on the Green property. The shoreline along the first property and a portion of the second (146 and 148 Oakleaf drive) is very sandy, and void of shoreline vegetation. The escarpment of this marsh varies from approximately 2" to 6". The substrate in this area is indicative of a high-energy system, with a very coarse sand substrate composition. There is no visible evidence of a shellfish resource within the alignment of the proposed rock; neither is there an SAV resource within this area, although SAV beds do begin 100' or more north of the proposed alignment. A wooded wetland ravine extends between 148 and 150 Oakleaf Drive, draining into .the. sound. PROPOSAL: The proposal is to construct a stone (granite) sill, approximately 450' in length, with a bottom width varying from 8' to 11' on average, and 1.5:1 side slopes. The top height will approximate the nhw_ elevation, ±3.2' above substrate. The project will begin immediately west of a bulkhead on the property to the east. The rock structure will have 3 drop-down areas with 5' bottom widths to approximately 1' above substrate level. The first drop-down will be at the beginning of the structure, bordering the adjacent bulkhead. The landward toe of the rock will be located 4' to 14' from the nhw contour ofthe eroding, unvegetated beach (approximately 125'). The proposal includes planting marsh species within this 1650 square feet area, but no fill is proposed for this project. The remainder of the proposed structure, along the vegetated shoreline, will approximate the marsh escarpment, varying from 15' to 80' waterward of the nhw contour. The proposed methodology is to carry the rock across the marsh utilizing mats POTENTIAL IMPACTS: Direct impacts will be from the loss of sandy bottom area in the amount of approximately 4275 sf. This impact will be from the rock itself. Approximately 1650 sf of unvegetated beach will be planted with marsh vegetation. Turbidity should not be a major concern with this proposal due to the lack of fill material and bottom disturbance. If the project works as intended, the existing marsh along the shoreline will cease eroding. The potential for impact from this project comes from the methodology, given the weight of the equipment combined with the rock. Extreme care must be taken to prevent compaction of the existing marsh. ****?`* Please see the field report dated December 23, 1999, associated with permit #42-00, for additional information. After reviewing your application, we have determined that General Water Quality Certification Number 3371 covers this activity. This Certification allows you to use your CAMA Permit when the NC Division of Coastal Management issues it. Please keep in mind that there may be additional Federal, State or Local regulations applicable to your project, such as (but not limited to) Sediment and Erosion Control, Non-Discharge and Water Supply Watershed regulations and Coastal Stormwater. In addition, this approval will expire when the accompanying 404 or CAMA Permit expires unless otherwise specified in the General Certification.
