DANIEL SMITH Director Walter McDaniel Town of Polkton 113WPolk St Polkton, NC 28135 NORTH CAROLINA £nvifionmentat Quality March 25, 2020 SUBJECT: Compliance Inspection Report Polkton Collection System Collection System Permit No. WQCSDO040 Anson County Dear Permittee: The North Carolina Division of Water Resources conducted an inspection of the Polkton Collection System on 3/24/2020. This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in Collection System Permit No. WQCSD0040. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. The collection system for the town of Polkton has no associated pump stations and is entirely gravity sewer. Polkton is a satellite collection system that discharges into the Anson County collection system for treatment at the Anson County wastewater treatment plant. The spill response plan, general line maintenance records, and a map of the sewer system was available for review. The spill response (aka emergency response) plan is suitable and comprehensive enough for the size of the system. The right-of- way record book was temporarily misplaced due to office remodeling during the day of the inspection. Nevertheless, the right-of-ways inspected were well -maintained. The grease education and enforcement program for the Town of Polkton is administered by Anson County Public Utilities. However, FOG dissolving solvent is added to main lines on a regular basis as part of normal maintenance. A total of 5,280 feet of sewer lines were cleaned in 2019. As a reminder, right-of-way maintenance and inspections of the high -priority line(s) should be documented. Two high -priority lines and five right-of-ways were visited during the inspection. All right-of-ways were easily accessible. The high -priority line on School St. had a somewhat degraded and rusty casing. The high -priority line on Moore St., also directly downstream of a culvert, is owned by Anson Co.
