It was decided the JD shouldn't be revised, but the past jurisdictional determination may not have been accurate. Just upstream of the existing culvert is a remnant storm water structure and pond that no longer functions, as shown in the attached photos. After looking at the site, I don't expect any aquatic life passage is possible through this site. NCDOT requests comments on removing the burial requirement for this culvert. Let me know if you need any additional information or have any concerns. The 48" RCP at site 12 was supposed to be buried 0.8', but the contractor used the elevation on the construction plans and didn't measure off the existing stream bed. The inlet of the culvert is buried, but the outlet is perched. Please see photos. After looking at the site yesterday, I question the need of burial at this site. The delineated jurisdictional stream above the site doesn't appear functional, and I don't think there is much aquatic life movement in this area. I would like to evaluate this culvert onsite with you to determine if the burial is needed. What would be your availability next week to look at this?
