8. PROJECT SUMMARY: The applicant is proposing to install a forklift platform for the purpose of
launching and retrieving boats. A floating dock will also be installed between the platform and
the existing pier on the river.

9. NARRATIVE DESCRIPTION: The project is located on the site of the former
Wilmington Shipyard on the west bank of the Northeast Cape Fear River at the
intersection of US 421 and NC 133. It is also just down stream of the Isabel
Holmes highway bridge. The shoreline of the total site is approximately 1270' in
length. There is also an existing basin near the southern property comer which
measures approximately 400' long by a maximum of 130' wide at the mouth.
There are several commercial size piers or wharfs located along the shoreline.
Several of these have been repaired in the past due to damage caused by the
recent hurricanes. There were four piers initially located on the site. Three of
these will continue to be utilized and the fourth one which is much shorter will be
removed. The proposed development will be sited at the northeast corner of the
existing basin. The water depths at this location are approximately -4 feet at
mean low water. There is a narrow fringe of Spartina aiternifoiia marsh along the
basin shoreline. The waters of the Northeast Cape Fear at this location are
classified as SC Sw and are a designated primary nursery area.
The applicant proposes to construct a forklift platform with attendant floating
dock in order to launch boats from a drystack facility which will be located outside
the estuarine shoreline Area of Environmental Concern. The forklift platform is
show in the plans as approximately 38 feet long .by 21 feet wide. The floating
dock is shown as 6 feet wide by a total of .85 feet long. The dock is angled and
will connect from the forklift platform to the existing dock located on the river.
(See plan) The forklift platform will consist of two 3' wide wheel channels spaced
by a Twide section of deck. A service deck 4'. in width will be located on the
down river side of the wheel channels. On the upriver side the deck will be
approximately 8' wide to allow for a 4' wide service deck and a 4' wide walkway
deck.
10. ANTICIPATED IMPACTS This work is being proposed by the applicant to
serve a phase of the existing development that is not. yet existent. We have had
extensive conversations with the applicant as to what the ultimate use of the
property will entail. Although a large scale marina with floating residential
structures is in the master plan, as of yet, no application has been submitted that
includes this proposal. The applicant has been informed that an environmental
document will be necessary at some future time. It has been necessary to
monitor the-progress of development at this facility to ensure compliance with
existing regulations. The project as now proposed should not result in significant
impacts on coastal resources. There will be some minor shading of the wetland
fringe that the structure crosses.

Project Narrative
Proposed Structures for Lift Facility at Point Harbor Marina
The applicant, Cape Fear Marina Village, LLC, wishes to construct a lift facility for the
launch and retrieval of small boats for customers using the Cape Fear River. This facility
will enable the applicant to use a forklift to pick up boats from trailers or cradles located
on the property and lower them into the water for use by their owners. The piling-
supported lift pier will extend at an angle from the north side of the large existing ship
berth. No new excavation/fill in wetlands or waters is planned in association with this
project and no increase in impervious surface area is proposed as part of this submittal. A
new floating dock for temporary launch and retrieval mooring will be secured to pilings
and extend from the base of the lift pier to the existing floating dock at the mouth of the
ship berth.
The Division of Coastal Management has determined that an Environmental Assessment
(EA) must be prepared and reviewed for the overall Point Harbor Marina project. DCM
has also agreed that they will process the application for this lift facility while the EA for
the overall project is being prepared and reviewed. The permitting and construction of
this lift facility will allow for the applicant to proceed with needed launch operations for
patrons during the review process for the overall project.
