This approval allows you to: 1). Dredge 12,500 square feet (250' X 50') of shallow bottom habitat for maintenance of an existing marina to a depth of -6.0 at low tide (approximately 925 cubic yards of material); 2). Remove an existing boat ramp (to be replaced by a bulkhead); 3). Replace the existing travel lift; 4). Replace approximately 250 feet of bulkhead; 5). Replace existing docks with floating dock spines with three fingers off the spines for a total of 10 boat slips (10 slips existing). . This approval is only valid for the purpose and design that you described in your CAMA application dated April 2, 2002 received by the Division of Wate; Quality (DWQ). After reviewing your application, we have determined that General Water Quality Certification Number 3371 covers this activity. This Certification can also be found on line at: hgp://h2o.enr.state.nc.us/ncwetlands/certs.html. This Certification allows you to use your CAMA Permit when the NC Division of Coastal Management issues it. Please keep in mind that there may be additional Federal, State or Local regulations applicable to your project, such as (but not limited to) Sediment and Erosion Control, Non-Discharge and Water Supply Watershed regulations and Coastal Stormwater. In addition, this approval will expire when the accompanying 404 or CAMA Permit expires unless otherwise specified in the General Certification. Please be aware that if you change or modify your project, you must notify the Division (DWQ) in writing and you may be required to send us a new application for a new certification. If the property is sold, the new owner must be given a copy of the Certification and approval letter and is thereby responsible for complying with all conditions. If total wetland fills for this project (now or in the future) exceed one acre, compensatory mitigation may be required as described in 15A NCAC 2H .0506 (h). PROJECT DESCRIPTION Hewett Marina is an existing docking and boat repair facility located on the mainland side of Holden Beach at the end of Old Ferry Road between Fulford Fish House and Betty's Waterfront Restaurant. The physical address of the property is 1073 B-Var Road SW, Supply, Brunswick County. The existing facility consists of a small office building, boat repair shop, travel lift, boat ramp, three docks, boat storage yard, bulkhead and parking. The existing docks are located on the Atlantic Intracoastal Waterway. The applicant's property currently consists of three lots, two bordering the water and one lot on the other side of B-Var Road. The three lots together are approximately 2.5 acres in size. Previous Coastal Management permits have been issued on the original Hewett lot. This is the .92 acre tract with the repair shop on it. Two such permits were 40-93 and 130-84. These permits authorized maintenance dredging, dock and bulkhead work. To this writer's knowledge, no permits have been issued on the .62 acre tract previously owned by Billy Varnam (which is now part of this project). This writer has no first- hand knowledge of actual dredging work that may or may not have been carried out in the past. Mr. Price, the owner, is applying to perform maintenance dredging in and around the existing boat slips and docks at the facility. He is also applying to replace the existing bulkhead wall, the travel lift and all of the existing docks. The plans submitted show the existing facilities and the proposed work on separate sheets. The area to be dredged begins approximately 15' waterward of the bulkhead and extends 50' towards the Intracoastal Waterway. The size of the area to be dredged is roughly 250' by 50'. The existing water depths.in the docking area range from 0' to -6.0' at low tide. The applicant proposes to dredge to a depth of -6.0' at low tide. The existing low tide soundings are included with the application package. Approximately 925 cubic yards of spoil material will be generated as a result of the dredging. The proposed dredging work will be accomplished using a backhoe and/or a barge-mounted excavator. All dredge spoil material will be transported to the .98 acre lot on the landward side of B-Var Road. This lot is vacant and is currently being used for boat storage. Once dry, some of the material may be used for backfilf of the new bulkhead wall. The two waterfront lots are bulkheaded, 250', but the existing bulkhead is in poor condition. The applicant proposes to replace the existing bulkhead in the same alignment as the old wall. There is a very small fringe of coastal wetlands waterward of the existing bulkhead near the western property line. These wetlands should not be disturbed. There are no other wetlands on the site. The existing boat ramp will be removed and filled in, probably when the new bulkhead is constructed. The existing travel lift is also to be replaced in the same location. The three fixed wooden straight docks are to be replaced with two floating dock spines, each with three fingers off of the spine. The proposed arrangement and boat slips are shown on the ".Proposed Facilities" plan. A total of ten slips are proposed, which would not be an increase from what is there now. The parcel of land where Hewett Marina is located has been classified as "Transitional" by the Brunswick County Land Use Plan. The area is served by private septic systems and private water supply wells. The shoreline along the property is bulkheaded. The waters of the AIWW have been classified as SA by the Division of Water Quality. The waters adjacent to the site are open to the taking of shellfish as determined by Shellfish Sanitation and the area is not a Primary Nursery Area as would be designated by the Division of Marine Fisheries. 10. ANTICIPATED EMPACT5 The development as proposed would result in temporary turbidity in the general area of the dredging activity. No wetland fill or excavation is being proposed. Temporary sediment control devices will be needed to prevent sediment from leaving the spoil disposal area. Approximately 12,500 square feet of shallow bottom would be disturbed as a result of the dredging. Approximately 925 cubic yards of soil will be removed by the dredging. Another 16,500 square feet of public trust area would be shaded as a result of the construction and placement of new docks and boat slips. Approximately one acre of high ground would be disturbed from the spoil disposal operation and the bulkhead construction. The combined area of the floating dock spines and finger piers exceed the four square feet per linear foot of shoreline allowed under the rules. However, due to the commercial nature and number of slips, the additional square footage may be considered necessary for safety. The proposed new docks will be in compliance with the required 80' setback from the edge of the federally maintained channel of the AIWW. Janet M. Russell /April 1, 2002 / Wilmington Hewett Marina. Project Narrative Hewett Marina was first developed in 1968 and has served as a boat repair facility. The property currently is developed with the following structures and appurtenances: One metal shop building One wood shop office building One wood administrative building One travel lift slip Three wood piers One concrete boat ramp Bulkhead on waterfront The existing travel lift slip and bulkhead need replacing within the next year to continue operation of the boat repair facility. The wood piers need to be removed and replaced with docks to allow easier access to the travel lift slip. We propose to remove the concrete boat ramp, remove the three wood piers, remove and replace travel lift slip, replace bulkhead in the same alignment, dredge the basin, and add floating dock systems on either side of the travel lift slip to furnish ten wet slips.
