Dear Ms. Homewood,
In response to your request for additional information for the proposed Williard Place
subdivision we offer the following comments:
1. The impact to the stream has been minimized as follows:
a. Protected stream buffers will be established along the sides of this channel, 50' each
side or 100' total width.
b. The stream buffers will not be placed in ownership by each individual lot purchaser.
Instead ownership will be placed under the collective control of the homeowners'
association. This will insure proper long-term maintenance and viability of the
stream buffer. It will also reduce the potential for unauthorized encroachments or
other impacts to the stream buffers such as clearing, grading, fences, structures and
the like.
c. Total stream impact is limited to approximately 82 LF because the bubble of the cul-
de-sac was moved southward to the property line rather than being centered over
the stream.
2. The stream crossing is unavoidable for the following reasons:
a. There are approximately 1.2 acres of useable land south of the intermittent stream
and outside of the stream buffer that is otherwise inaccessible from the remainder
of the site unless a crossing is added.
b. We are setting aside 0.27 acres of that acreage as common area but including the
five (5) building lots and the cul-de-sac on the remainder.

c. The value of the five (5) lots exceeds the cost of constructing the road across the
stream, consequently it makes economic sense to build the road crossing.
d. Housing is in extremely high demand in this location of north High Point. We are
adding density to the overall site plan by creating these five additional lots. Most
municipalities encourage higher density in urban areas with available water and
sewer capacity as a method to combat sprawl.
e. The economic viability of the project would be jeopardized by the loss of these five
(5) lots given the high cost of the land and development costs associated with this
desirable location.
