On November 25, 2009, the Express Review Program of the Division of Water Quality (DWQ) received
your application dated November 24, 2009, to fill or otherwise impact 0.17 acres of wetlands, 284 linear
feet of perennial stream (260 linear feet permanent impact and 24 linear feet temporary impact), 18,391
square feet of Zone 1 Neuse River basin protected riparian buffer, and 11,202 square feet of Zone 2 Neuse
River basin protected riparian buffer, to construct the proposed corporate infrastructure project. The
DWQ has determined that your application will require additional information. Please provide the
following information so that we may continue to review your project and prevent return of your
application as required by 15A NCAC 2H.0506:
Additional Information Requested
1. Natural Channel design: Please provide typical details for the proposed natural channel design
(including live-staking, proposed planting details, etc.) and cross-section and longitudinal profile
details for the proposed reaches.
2. Mitigation plan: It is unclear how the proposed riparian buffer mitigation square footage has been
calculated. Please provide a separate plan sheet clearly showing the conservation easement area and
enumerate the square footage of proposed buffer mitigation within the conservation easement. In a
table format, provide the subtractions for the utility crossings and stormwater BMP outlets etc.
3. Catch Basins - Level Spreader:
a. Please correct the discrepancy in the dimension of the pipe leading to the Level Spreader (12"
versus 15").
b. Please explain how the invert out of the 24" pipe from CB-1 was set, and provide the
hydraulic grade line (HGL) for full flow conditions across pipe sections between C13-3 to
CB-1.
4. Flow and Velocity Analysis in Grassed Swales/Ditches:
a. Please provide supporting calculations for the determination of the rational coefficients, C,
that was used to analyze the permanent and temporary conditions of the ditches/swales.
b. Please provide the flow and velocity analysis for the ditch/swale on each side of the road
section between Sta. 42+50 to 47+32.
