This letter is with reference to your correspondence of November 22, 2005 regarding DWQ Project
#OS-2066 Corolla Bay, Phase 1,Currituck County. Your letter requested that the information submitted
show all wetland impacts, including fill slopes on the site plan. You also inquired whether the lots could be
built without additional wetland fill.
In response to this inquiry, I contacted the engineering firm, Coastal Engineering & Surveying, Inc., which
is responsible for the site plan design that was submitted. Attached you will fmd their correspondence
indicating that the proposed plan submitted does incorporate all wetland impacts, including the fill slopes
and right-of--way. They also clarify that the lots shown on the plans can be built without additional fill.
You also asked that lot impacts for Phase 2 of the development be addressed. We have been coordinating
with Coastal Engineering & Surveying, Inc. to consider alternative subdivision layout and design for Phase
2. As the letter from the engineers indicate, that plan has not been finalized and so we are unable to
provide you with information that would be reliable regarding Phase 2.
We hope that this information is sufficient for you to continue processing of the permit so that we may
proceed with the development of Phase 1.

Thank you for forwarding the comments from the Division of Water Quality concerning
the Wetland Fill Map for Corolla Bay. We have shown all of the wetland impact on the
plan provided. We have accounted for the area of all fill slopes and right of way.
All of the proposed lots shown on the plan can be built upon without additional fill. This
development will include a central wastewater treatment plant, so the required usable lot
area is minimized.
We have not completed the layout and design for phase II, therefore we are not able to
provide you with impacts at this time.
