Box 429 Kings Mountain, NC 28086 Subject: Pretreatment Review of Headworks Analysis (HWA) And Industrial User Pretreatment Permit (IUP) Program: City of Kings Mountain; NPDES #: NC0020737; Cleveland County Dear Ms. Meek: The PERCS Unit of the Division of Water Resources has reviewed the updated HWA and the IUP modifications submitted by the City of Kings Mountain for the following Significant Industrial Users (SIUs). The HWA and the IUPs were received by the Division on February 19, 2020 and March 4, 2020. Additional information was requested and was received on March 24, 2020. SIU # SIU 015 Buckeye Anodizing & Stamping Co. 033 Carolina Finishing and Coating 026 Commercial Vehicle Group 032 Cormetech, Inc. 035 Fab-Tec, Inc. 031 Kings Mountain International, Inc. 036 NTE Carolinas, LLC The review indicates that with the following observation, the Division concurs with the HWA calculations and the IUPs are adequate and the minimum requirements of 15A NCAC 2H .0905 and .0916 and 40 CFR 403.8(f)(1)(iii) are met. The submitted allocation table was not consistent with the one in the Division's database. Silver: Silver is over allocated on paper. As long as the POTW effluent is below the PQL, the POTW would be considered in compliance. It is recommended that the POTW start to investigate the sources of silver and proactively work with the major contributors to reduce silver in their wastestreams.
