DANIEL SMITH Dircrtor NORTH CA—OLINA Environmental Quality March 25, 2020 Larry Daw Environmental Compliance Officer The University of North Carolina at Chapel Hill Department of Environment, Health and Safety 1120 Estes Drive Extension Campus Box 1650 Chapel Hill, NC 27599-1650 Subject: Permit Renewal for WQ0023896 Bingham Facility UNC Chapel Hill Orange County Dear Mr. Daw, Staff of the NC Division of Water Resources (DWR), Water Quality Regional Operations Section inspected the subject wastewater irrigation system on March 23, 2020. We wish to thank Larry Daw, Jamie Smith (ORC) and Clay Teague (backup ORC) who assisted with the inspection. The purpose of the visit was to inspect the facility prior to renewing the permit. The ORC and backup ORC are employed full time to operate this system. The componants of the drinking water treatment system were found to be present and in working order. Water softener backwash is pumped to the lift station that pumps treated wastewater to the storage pond. Backwash from the manganese filter system is hauled away. The septic tank sludge level and all floats and alarms are tested monthly and are in working order. The septic tank effluent filter was cleaned monthly, but it is difficult to clean. Staff bought a second one and now they are switched out monthly. The filter is easy to clean after it has dried. The septic tank has not needed to be pumped out yet. The pumps, alarms, nozzles and general condition of the advantex units were found to be in good order. The 60 degree flume, flow meter and chlorine pump system were all found to be in good working order. The pump station was found to have clear water, a mild chlorine odor and pumps and alarms were in working order. The 5 day wet weather pond has never been used. The berm is in good condition. Freeboard was 8.5 feet. Rain water is periodically pumped out. Freeboard was at 6.0 feet. Algae was frequently clogging the filter but has been controlled with a colorant and with a copper based algaecide. Before the irrigation pump starts each time, compressed air clears the filter in the pond. The dripfields are irrigated manually for 45 to 55 minutes per zone and flow rates are observed and recorded during irrigation. A change in flow rate indicates a line break or a stuck solenoid etc. Twice a year, dripfield lines are flushed of accumulated growth. Clogging of the drip emitters has not been a problem. The system operates at about 40 to 60 psi. Driptields were not operated during the inspection due to rain, but staff report that everything is in good order. Repairs to driplines is needed frequently due to damage by squirrels and deer, etc. Three fields are in trees and one is in grass. Staff reported that the dripf elds in the woods are easier to maintain and repair. The monitoring wells are in good condition. The upgradient well and side gradient wells have had periodic low level fecal coliform bacteria for years. It is very unlikely that this contamination is due to the irrigation. NDMR and NDAR reports are being submitted complete and on time. Wastewater constituents and flow rates are well within permit limits. The previously used treatment unit has been removed. On the day of the inspection, the permit appeared to be well run and operating within permit conditions. Please refer to the attached inspection report.
