I don't in our 404 had a hell bender moratorium actually listed as a permit condition .... and if it did, we would probably back off on it. All agreed to allow work within the moratorium, as long as biologists were given time prior to stream disturbances to conduct search, rescue and relocation efforts. We'll probably go that way again.
