NPDES Stormwater Permit NCS000250
Rockingham Maintenance Facility
Rockingham County
This memo is a follow-up to our site visit of the Rockingham Maintenance Facility in Rockingham
County on November 20, 2009. 1 appreciate the time you other NCDT staff spent with me reviewing and
discussing the NDPES Stormwater Permit for this facility.
The following items are provided to help document ourjoint site visit efforts and to assist the Division
NCDOT staff.
A brief review of the Facility Stormwater Pollution Prevention Plan (SPPP) was conducted.
Documentation was exemplary regarding the SPPP. The SPPP has been updated yearly and BMPs are
being installed and documented as needed and as funding allows. Continued progress towards
implementation of recommended BMPs will be necessary, as funding allows.
Records of required training and routine inspections were available. There was one stormwater outfall
identified in the SPPP and site map. The outfall is inspected each spring and fall as required by
NCS000250.
The one documented outfalls was in great shape. The only issues of concern were the failing silt fence
around the "good dirt" stock pile and the leaking pump pipe associated with the CSR2 tank. Please fix
these issues as soon as possible. It is recommended that NCDOT staff walk the edges of the maintenance
yard during low vegetation seasons to ensure that additional point source discharges are not developing in
any low areas around the yard. Any indications that areas are continuously eroding, that the ditches are
widening or deepening, or that materials from the facility are being transported offsite by stormwater
should be addressed immediately.
In general, NCDOT staff at the Rockingham Maintenance Facility are aware of the stormwater permit and
requirements and have been conducting inspections and reporting as required. Thank you again for the
time you and other NCDOT staff took to conduct this site visit.
