The wastewater treatment plant was not being properly operated and maintained. The following
observations were noted during the site inspection:
- Untreated wastewater had accumulated on the ground beside the leaking septic tanks;
- No aeration was being provided in one of the aeration basin trains due to inoperable blower/motor
units (2-total). Note: Influent flow was entering both aeration basin trains;
- The wastewater in the inoperable aeration basin train was septic due to lack of aeration;
- The microbial population in the operable aeration basin appeared very low;
- No tablets were in the dechlorination unit;
- Flow meter had not been calibrated in over a year;
- The strip chart recording device on flow meter was not operational;
- The effluent TRC sample (>500 ug/L) exceeded the permit limit;
- The effluent ammonia sample (54 mg/L) exceeded the permit limit;
- The effluent appeared turbid with suspended solids
