III. Certification Statement:
I Don Peeler certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

Project Description: The City of Randleman is proposing to provide water & sewer service to a new
duplex, townhome development entitled Riverwalk Townhomes. The townhomes will be rental units
owned by the developer. To provide the service, the city will need to construct about 376 If of 8" PVC
(DR35), gravity sewer line and one (1) 48" diameter manhole along the north right-of-way of Pre§nell St.
The new sewer line will terminate at an existing manhole (brick) located in the city's existing 12"
diameter outfall which parallels the Deep River and discharges into the existing SE Regional WWPS. The
WWPS pumps directly to the existing WWTF. The new sewer line will have a slope of 7.98% and an
average depth of bury of about 5-feet. When completed, the new sewer line will provide service to 6 each,
duplex townhome facilities. The additional sewer flow will be 100% residential. The total number of
individual units would therefore be 12 and include 3-bedrooms each which would generate an estimated,
daily sewer flow of 4,320 gallons/day based upon current NCDEQ flow estimating practice. The existing
downstream sewer has the capacity to accept the additional sewer. There have been no overflow events
on the affected, existing sewer lines and the existing WWPS is less than 50% utilized at this time.
The proposed Riverwalk Townhomes on -site sewer collection facilities will consist of 4" diameter service
laterals (sch40 PVC) to each unit (12 total). The service laterals will tie into 6" diameter Collection mains
(2 branches of PVC, sdr35 pipe). The collection main will tie in the City's new sewer line described above
at the uppermost manhole located near the street right-of-way. Eight (8) units will tie into one branch of
the on -site collection main and four (4) units will tie into and intersecting branch. The minimum slope of
the 6" collection system is designed to be 1.27% which allows the system to have a minimum Flow
capacity of about 205 gallons per minute. The 6" collection system will include 4" cleanouts space about
75' on -centers and constructed in accordance with the NC Building Code. The on -site sewer facilities are
planned to remain as private sewer, maintained by the developer and are not included with the FTA 04-
16 Application Form.
