Based on the recorded conservation easement, there are no areas within the project area that would qualify as Riparian Buffer Mitigation or Nutrient Offset Credit. Based on this information, no Riparian Buffer Mitigation or Nutrient Offset Credit will be listed on the Debit Ledger for this site. Sullins Director June 8, 2009 L yrl" TO FROM: Suzanne Klimek - NCEEP Jeff Jurek - NCEEP )l Cyndi Karoly - 401 Oversight and Express Permits Unit C?1 \ RE: Buffer Mitigation Site Evaluations Anderson Swamp Wetland Restoration Site - Edgecombe County (Tar-Pamlico 02) DWQ # 2008-1838 Site Visit: 4/23/09 TLH/EWK DWQ Contact Person: Tammy Hill The Anderson Swamp Wetland Restoration Site is a full-delivery project consisting of 21.3 acres of non-riverine wetland restoration and enhancement and 3.7 acres of "forested upland buffer" planting. Tim Baumgartner from EEP was present on site. Dee Freeman Secretary The site is in its third year post-construction. The 2008 monitoring report did not specify the location or results associated with the "buffer" area. Based on field observations, it appears to be a planted swath approximately 100 feet wide along agricultural ditches on the north and east edges of the project area. If this assumption is correct, the area may qualify for nutrient offset credit but not riparian buffer credit. However, the monitoring map shows that these swaths are outside of the easement and do not contain vegetation monitoring plots. Landowner clearing of game paths within the wetland restoration is being addressed by EEP. If the above- referenced swaths are indeed the "buffer" area, then the easement limits are indicated by ditches and mature forest lines with PVC poles at the corners.
