Dear Ms. Blackwell:
The Pretreatment, Emergency Response, and Collection Systems Unit (PERCS) of the Division of
Water Resources has reviewed the updated Headworks Analysis (HWA) and the Industrial
Pretreatment Permit (IUP) modifications submitted by the City of Mount Holly for the following
Significant Industrial Users (SIUs). The HWA and IUPs were submitted by SUEZ, the POTW's
Pretreatment consultant, and received by the Division on January 27, 2020. A revision to two of
the IUPs were received on February 28, 2020.

The review indicates that with the following comments, the Division concurs with the HWA
calculations and the IUPs are adequate and meet the minimum requirements of 15A NCAC 2H
.0907 and .0916 and 40 CFR 403.8(f)(1)(iii). The allocation table, maintained in the Division's
database has been updated accordingly. Changes were highlighted in the attached HWA.
1. The summer definition in the NPDES permit is from April 1 to October 31, total 213 days.
the concentration equivalent limit for TN was calculated to be 111,973/213/8.34/4 =
15.76 mg/L. This resolved the over allocation for TN.
2. It was noted that a few limits entered in the allocation table were daily max, those were
updated to monthly average limits.
