Dear Ms. Karoly:
Please find one copy of the Pre-Construction Notification Application for the above referenced site. As
you will recall (see attached e-mail correspondence), we submitted a permit application for an
approximate 5.25 acre tract site located on Burnt Poplar Road in Greensboro (Figure 1). The tract
contains undeveloped, wooded land. The only access to the site is a narrow strip of land that connects to
Burnt Poplar Road. In order to access the site, a road must be constructed in the narrow strip of land that
abuts Burnt Poplar Road. An unnamed tributary to the East Fork Deep River is located within the narrow
strip that will be impacted by the road crossing.
On behalf of North Carolina Renewables, LLC, I am requesting that a 401 Water Quality Certification
be issued to authorize the impact to 60.12 linear feet of stream channel. There are no other stream or
wetland impacts associated with this project.
This copy of the permit application includes a construction sequence to address dewatering that was not
included in the original permit application. The drawing contains information pertaining to dewatering
and is intended to address your concerns with the initial application. We are providing Ms. Sue
Homewood with copies of the exhibits so that she can reopen the file and continue processing the

3d. Explain the purpose of the proposed project:
The purpose of the proposed project is to construct a biofuels facility on the site. In order to access the site, a road must
be constructed that will cross an unnamed tributary to the East Fork Deep River. There are no other streams or wetlands
that will be impacted by the proposed project.
3e. Describe the overall project in detail, including the type of equipment to be used:
The overall project will consist of developing the site with a biofuel facility. The only access to the site is from the south
along West Market Street. A stream flows through the area that must be crossed. A 42 foot long section of 54 inch
reinforced corrugated pipe will be installed that will impact 46.25 linear feet of stream channel. Rip rap will be installed to
prevent scouring in a 13.87 linear foot section of stream channel downgradient of the culvert. Graders, haulers,
excavators and cranes will be used during the grading and construction activities on the site, including the installation of
the culvert.

D. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
The site is land-locked and is bounded on the west, north and east by tank farms and Interstate 40. The only access to
the site is an easement from West Market Street (located south of the site). In order to access the site, a road must be
constructed between West Marketr Street and the developable portion of the site. It is necessary to cross an unnamed
tributary to the East Fork Deep River with the access road.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
The road will impact 60.12 linear feet of stream. In order to minimize impacts to the stream, the stream has been left
open between West Market Street and the proposed culvert. The road crossing has been designed to accommodate
traffic from both directions. The slopes that will remain on each end of the culvert have been designed as steep as
possible to avoid additional impacts to the stream. The crossing is located in an area where there is minimal vegetation
and the stream is insized.

ECS consulted the Natural Heritage Program Website to determine if Federally Protected Endangered or Threatened
species inhabit the site quadrangle. The site is located on the Greensboro, NC Quadrangle. There are no Federally
listed Endangered or Threatened species identified on the Greensboro, NC Quadrangle. Based on our knowledge, the
project will not impact endangered species or designated critical habitat.
6. Essential Fish Habitat (Corps Requirement)

The stream that will be impacted is insized. The vegetation in the vicinity of the road crossing is cut regularly by the
NCDOT due to its proximity to the right -of-way. The stream habitat is fragmented due to downgradient culverts. We did
not observe fish in the stream. To our knowledge, there are no fish species that inhabit or migrate through the stream. The
NCDENR has classified the watershed that includes the site as WS-IV. The endangered species list does not identify
protected fish species that inhabit waterbodies nearby the site. Based on our knowledge of the site, the project does not
occur in or near an area designated as essential fish habitat.
7. Historic or Prehistoric Cultural Resources (Corps Requirement)

There are no structures located on the site that could be considered for historical preservation status. ECS personnel
have visited and walked the site in conjunction with an environmental assessmemnt and a wetland delineation. We have
not observed artifacts on the site. To the best of our knowledge, the site and adjoining properties are not designated as
having historic or cultural preservation status.
