9. NARRATIVE DESCRIPTION:
The property is a vacant lot that is privately owned, but serves as access to the common
dock for the subdivision known as Taylor's Creek Subdivision. This subdivision is
located toward the end of Lennoxville Road on the south side, adjacent to Taylor's Creek.
The proposed development is located at the western end of the subdivision, on the
common dock within a small tributary to Taylor's Creek called Cowpen Creels. This
creek has been historically excavated and maintained, with the most recent maintenance
occurring under GP 30651-C in February 2002.
The property is approximately .35 acres in size, with an average elevation of 5' above
msl. As with the rest of the subdivision, the property is landscaped, with a fringe of
coastal marsh around the perimeter. The south side of the development abuts Taylor's
Creek, and the west side abuts Cowpen Creek. At the west end of the development there
is a privately owned vacant lot with deeded access to the property owners of the
development for use of the community dock. This dock lies entirely within Cowpen
Creek, within the riparian corridor of the private property owner, Mr. Richard Stanley.
Mr. Stanley has a private dock extending into Taylor's Creels.
Taylor's Creek is approximately 400' across at the project site. The site of the proposed
dock extension is the southern end of the existing dock, located at the mouth of Cowpen
Creek, where the creek is approximately 80' across from marsh to marsh. The waters of
Taylor's and Cowpen Creeks are closed to the taking of shellfish, are classified SC by the
Division of Water Quality, and are not designated PNA's. The Town of Beaufort Land
Use Plan classifies this area as Developed, with all AEC's classified Conservation.
The existing common dock is approximately 160' in length, and 8' in width, supplying
five slips. The dock was authorized under State Permit #16-92. General Permits have
been issued through the years to allow for davit style lifts within existing slips. With
recurring excavation, the water depth at this location remains approximately -4' nlw.
The proposal is to extend this dock southward towards Taylor's Creek for 32', to allow
for one more slip, or a total of six. The width will remain at 8'. The HOA president has
given permission for this extension, as has Mr. Stanley, within whose corridor the
structure lies. The structure will terminate approximately 200' landward of the federal
channel in Taylor's Creek.
10. ANTICIPATED IMPACTS:
As proposed, the new dock will incorporate 256 additional square feet of Public Trust
Area for the construction of a community boat slip. There will be no additional
impairment to navigation within either water body. No wetlands will be shaded by the
project, and sufficient water depth exists. The boating use of the area will remain
unaltered.

COASTAL MANAGEMENT
The purpose of this project is to add one additional docking space for a 6th
interior lot of the subdivision that was recently joined to the Homeowners
Association.
The existing dock is 8' x 160' and has been there for 10 years. The proposed 8' x
32' addition would be attached to the existing dock, and be constructed of the
same materials in keeping the design that already exists.
The proposed extension is a one time event that will allow the maximum use of
the riparian corridor of the Commons dock. This extension will not interfere with
access to Cowpen Creek or Taylors Creek. It will come in line with the most
southern point of the property line of Lot 6.
It would give the new owner of the interior lot excellent water access which is in
keeping with the use and character of the subdivision.

• A copy of the deed (with state application only) or
other instrument under which the applicant claims title
to the affected properties. If the applicant is not
claiming to be the owner of said propeLy, then
forward a copy of the deed or other instrument under
which the owner claims title, plus written permission

• An accurate, dated work plat ('including plan view
and cross-sectional drawings) drawn to scale in black
ink on an 8 1/2" by 11" white paper. (Refer to
Coastal Resources Commission Rule 7J.020 for a
detailed description.)

only high quality copies will be accepted. Blue-line

adequate number of quality copies are provided by
