Dear Mr. Ward, Mr. Steffens,
Please find attached a proposed repair/fix/stabilize for the head cutting issue at site "16" at the inlet of the
54" RCP as discussed in previous monthly meetings as well as the associated plan sheets, permit/buffer
drawings and a hand sketch of the proposed repair. There is an existing braided stream system upstream of
the project area that had all indications of head cutting after the proper installation and bedding of the 54"
RCP. As shown in the hand sketch (attached) the NCDOT proposes to stop the upstream migration of the
head cutting by doing the two things proposed: 1) Place non -woven geotextile fabric and class 1 rip rap
along all the upstream banks of channels to where the head cutting stops (refer to details 1&2). 2)Place rip
rap at the junction of each head cut below new stream bed to allow transition and silt to deposit and fill in
(detail 3). Due to the braided stream conditions and that all branches needed to be repaired it was the
recommendation of Garcy Ward (NCDWR) to calculate stream impacts using the longest linear stretch
repaired for stream impacts calculation. Therefore, there are a total of 50 feet of additional stream impacts
to be added to this project. The NCDOT is requesting a permit modification to allow this proposed repair.
