Inspection Summary:
On 5/30/2019, Jason Gill and Tim LaBounty with DEMLR met at the facility with representatives of Olcastle Lawn and
Garden as part of the annual compliance evaluation. These representatives were site contacts Ron Barnhill and Billy
Thompson, as well as coporate contacts Melissa Kiefer, Jim Phillips, Perry Allman, and Scott Wiltsey.A Stormwater
Pollution Prevention Plan for Lilesville Mine was available at the facility, but the plan was not in compliance with some
elements of the permit:
A. The site map did not include topographic details or identification of all of the best management practices (BMP) employed
at the facility.
B. Qualitative monitoring of the two outfalls was performed annually instead of semi-annually.
C. Analytical monitoring has not been conducted since Period 1 of 2018.
D. Discharge Monitoring Reports, required to be submitted annually, were not documented.
No problems were observed associated with the outfalls at the time of the inspection.
