Thks for trying to get back. The architect for the United Manor Apts is inquiring about the status of their project. They sent a March 15, 2002 letter to you with plans for these Apts. They are planning to remove impervious surfaces within the 50' riparian buffer. The existing yard inlets, storm drainage features, and drainage patterns within the buffer are to remain. Silt fence is to be placed along the exterior of Zone 2 and disturbed areas are to be seeded and mulched. Their letter asks for final approval with final permitting and construction. Is there anything else they need to do and will they be getting a letter from you all? They were going to have a meeting last night and were hoping to hear from us before then. If you could let me know I will get back with them. thks. It is the determination of the Division of Water Quality (DWQ) that the proposed activity is "exempt" under the Tar-Pamlico Buffer Rules (15A NCAC 2B 0259) and therefore does not require authorization from the DWQ. In addition to this determination, you should get or otherwise comply with any other required federal, state or local regulations before you go ahead with your project including (but not limited to) Erosion and Sediment Control permits. This approval is only valid for the purpose and design that you described in your notification. If you change your project, you may be required to notify us and you may be required to submit to us an application. If the property is sold, the new owner should be given a copy of this determination letter and is thereby responsible for complying with all conditions. For this approval to be valid you must follow the requirements of the Tar-Pamlico Buffer Rules 15A NCAC 2B .0259. This letter completes the review of the Division of Water Quality under the Tar-Pamlico Buffer Rules (15A NCAC 2B .0259). This letter does not approve any impacts to wetlands and waters. March 15, 2002 Re: United Manor Apartments Riparian Buffer Requirements Tar-Pamlico River Basin Tarboro, NC Dear Mr. Dorney: Enclosed find three sets of plans for United Manor Apartments in Tarboro. Pursuant to a previous conversation with Steve Mitchell of your office, our client desires to remove impervious surfaces within the 50' riparian buffer. The site currently has approximately 13,769 square feet of existing impervious surface area within the buffer. Approximately 3,602 square feet is located in Zone 1, and 10,077 square feet is located in Zone 2. The demolition plan shows the removal of all of these surfaces. The existing yard inlets, storm drainage features, and drainage patterns within the buffer are to remain. The yard inlets are to be protected with silt fence inlet protection. Upon removal of these impervious areas, silt fence is to be placed along the exterior Zone 2 line (50' offset from the creek bank) and the disturbed areas are to be seeded and mulched. The minimal grading onsite provides surface drainage away from the buildings and parking lots. The runoff enters the buffer in grass lined swales, and most of the ditches are at slopes of approximately I%. Unless otherwise notified by your office, we would like to proceed with the final permitting and construction of this project.
