Drawer M Morehead City, North Carolina 28557 SUBJECT: Permit No. NCO026611 Authorization to Construct Town of Morehead City Wastewater Treatment Facilities Improvements EPA Project No. C370567-01 Dear Mayor Dixon: The final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of: renovations and improvements to the existing wastewater treatment plant and influent pump station to consist of repairs to the existing wet well, replacing the two existing pumps with two (2) new variable speed pumps at 2,360 gpm each, replacing the existing "cyclone" type grit removal unit, addition of a mechanical bar screen and a manual bar screen, addition of standby power generator, and renovations -and improvements at the existing 1.7 MGD WWTP to consist of renovations to the existing primary clarifier, trickling filter, and secondary clarifier, addition of aerated grit removal. and grit washer unit, influent flow measurement and recording device, additional secondary clarifier, additional chlorine contact tank, new chlorine and chemical feed building and equipment, new pump station with three (3) new trickling filter recirculation pumps at 1,800 gpm each, two (2) new secondary sludge pumps at 350 gpm each, relocation of existing primary sludge pump to the new recirculation/secondary sludge pump station building for temporary use during construction and subsequently as a standby primary pump, conversion of the anaerobic digester to an aerobic digester, replacing the existing primary sludge pumps with two (2) new pumps at 152 gpm each, addition of post aeration, addition of standby power generator, and expansion of existing laboratory facilities. The Grantee must contact the NCDEM Wilmington Regional Office, as soon as possible, for the purpose of updating the project schedule noted in the NPDES permit Special Order by Consent. Before commencing any construction or operations involving temporary bypassing of raw sewage to surface waters or temporary bypassing of treatment units which results in less than secondary treatment, the Grantee must notify the NCDEM Wilmington Regional Office for conditions and approval. Dixon Page Two November 19, 1984 Do not proceed with construction until the Authorization-to-Award package, EEO, and MBE documentation/certification has been reviewed, and you are in receipt of our approval if Federal Funding is desired for project construction. The Permittee shall employ an actively State certified wastewater treatment plant operator to be in responsible charge of the wastewater treatment facilities. Such operator must hold a valid State certificate of the grade at least equivalent to the classification assigned to the wastewater treatment facilities by the Certification Commission. When a new chief operator must be obtained to be in responsible charge of the new facilities, it is required that this be done by the time the construction of the facili- ties is 50% completed. This Authorization-to-Construct is issued in accordance with Part III, Paragraph C of NPDES Permit No. P:00026611 issued August 23, 1982, and shall be subject to revocation unless the wastewater treatment facilities are con- structed in accordance with the approved plans, specifications, supporting documents, and are in compliance with the conditions and limitations speci- fied in Permit No. NC0026611. During the construction of the proposed additions/modifications, the Permittee shall continue to properly maintain and operate the existing wastewater treatment facilities at all times, and in such manner, as necessary to comply with the effluent limits specified in the NPDES Permit. You are reminded that it is mandatory for project to be constructed in accordance with the North Carolina Sedimentation Pollution Control Act; and . when applicable, the North Carolina Dam Safety Act. In addition, the specifications must clearly state what the contractors responsibilities shall be in complying with these acts. The selling or free distribution of wet, dried, composted sludge or sludge like materials from wastewater facilities without prior review and approval by this Division is illegal. One (1) set of final approved plans and specifications is to be forwarded to you, one (1) set to the Environmental Protection Agency (EPA), and two (2) sets to the Corps of Engineers.
