I believe we had plans to visit Swift Creek tomorrow, Dec. 18.
Unfortunately, we need to reschedule that because it looks like several of us won't be able to attend. It will have to be
in the new year at this point, but I don't think this should cause any delay in the bank since the visit was really an
opportunity for those of us who haven't been to the site to have a chance to see it. We have some open IRT field days
scheduled for the end of February, but if that is too far out, we may be able to find an earlier day. Let me know, and I
apologize for the late notice.

Swift Creek Mitigation Bank Site
On -site IRT Meeting
26 February 2020
Attendees:

- The USACE expressed concerns with the potential overlap of the PRM Site and the
Bank Site.
- Mac Haupt believes all ditches including "toe ditches" should be filled or plugged in the
vicinity of Tributary E-2. The filling/plugging is necessary to help with hydrologic inputs
for stream development.
- IRT asked for wells to be installed and monitored (in wetlands to be restored)
- Todd Tugwell requested that watershed size and slope be provided in the MBI.
- Mac Haupt and Todd Tugwell - Mitigation Plan and Work Plan is to provide proposed
solutions for beaver and invasive plant control to occur up to seven years.
- IRT Team — okay to modify or adjust channel formation within the headwater restoration
areas up to year 3 of the monitoring period, after year 3 natural process of stream
channel or wetland development are to be allowed without manipulation.
- IRT Team - Mitigation Plan/Work Plan is to include:
o Details of ditch blocks and fill
o Details on hydrology monitoring
o Location of gauges, which should be scatted throughout the site
- IRT Team — Proposed preservation mitigation ratios for preservation areas will need to
be changed. The ration will be going down.
- IRT Team expressed concerns whether portions of the site could sustain headwater
streams within portions of the site and suggested that during MBI development further
analysis be conducted.
- IRT Team questioned the flow direction of Tributary E based off the soils data and
available LiDAR information. Palustrine stated that all design for stream restoration
reaches would be finalized during the development of the MBI.
