Please find attached the Initial Credit Release letter for the Red Barn Mitigation Bank (SAW-2017-01927). As requested,
15% credit is being released for approved stream restoration and enhancement activities, as well as, 15% of credit
released for wetland rehabilitation and creation activities that satisfy the initial release requirements pursuant to the
Mitigation Banking Instrument (UMBI) entitled, "Agreement to Establish the Red Barn Mitigation Bank in the Yadkin
River Basin (HUC 03040101), Surry County, North Carolina", approved December 18, 2019 and the final Red Barn
Mitigation Plan dated November 2019. In accordance with plan, 1210.35 cool stream mitigation units and 0.41 wetland
mitigation units are now available for the Red Barn Mitigation Site. Feel free to contact me with any questions.

Dear Mr. Tweedy:
This correspondence is in reference to your January 30, 2020 request for the initial credit
release for the Red Barn Mitigation Bank. The Red Barn Mitigation Bank Site is located off
Ester Drive/Timeless Trail Road, south of NC 80 and approximately 0.5 miles west of Mount
Airy in Surry County, North Carolina. The 25.4-acre site project entails stream restoration and
enhancement, as well as, wetland rehabilitation and creation generating 8,069 cool stream
mitigation units (SMU's) and 2.72 riparian wetland mitigation units (WMU's) along tributaries
to Stewarts Creek, in the Upper Yadkin Watershed of the Upper Pee Dee River Basin
(03040101). The purpose of this letter is to confirm the initial release of credits for this
mitigation site.
Pursuant to the Mitigation Banking Instrument (UMBI) entitled, "Agreement to Establish
the Red Barn Mitigation Bank in the Yadkin River Basin (HUC 03040101), Surry County, North
Carolina", approved December 18, 2019; and the site -specific Red Barn Final Mitigation Plan
dated November 2019, fifteen percent (15%) of the mitigation site's total stream restoration and
enhancement credits, as well as, fifteen percent (15%) of the site's wetland rehabilitation and
creation credit shall be available for sale immediately upon completion of all the following:
a. Execution of the MBI by the Sponsor, the Corps, and other agencies eligible for
membership in the IRT who chose to execute the agreement.
b. Approval of the Final Mitigation Plan.
c. The mitigation site must be secured.
d. Delivery of the executed financial assurance documents as described in Appendix 9 of
the Red Barn Final Mitigation Plan dated November 2019.
e. Recordation of the Corps -approved site protection mechanism described in Section 1.4,
page 3 and Appendix 1 of the Red Barn Final Mitigation Plan dated November 2019,
including a title opinion covering the property.
f. Issuance of the 404-permit authorization for site construction.
By copy of this correspondence, we confirm that you have satisfied the above
requirements for initial release for all parcels within the bank; and 1,210.35 SMU's and 0.41
WMU's, constituting 15% of the mitigation site's total stream restoration and enhancement
credits, as well as, 15% of the mitigation site's wetland rehabilitation and creation credits are
now available for sale.
