Dear Mr.Hamilton:
The Division issued NPDES permit NCO026611 to the Town on October 12,2007. It has come to our
attention the sample type for cyanide should be changed to grab from composite. This permit correction revises the
sample type for cyanide.
Enclosed please find the revised permit pages. These pages should be inserted into your permit and the old
ones discarded.This permit modification is issued pursuant to the requirements of North Carolina General Statute
143-215.1 and the Memorandum of Agreement between North Carolina and the U.S.Environmental Protection
Agency dated October 15,2007(or as subsequently amended).
Please take notice that this permit is not transferable. This permit does not affect the legal requirement to
obtain other permits which may be required by the Division of Water Quality or permits required by the Division of
Land Resources,Coastal Area Management Act or any other Federal or Local government permit that may be
required.

A. (1.) EFFLUENT LIMITATIONS AND MONITORING REQUIREMENTS
Beginning on the effective date of this permit and lasting until expiration or expansion above 1.7
MGD, the Permittee is authorized to discharge treated wastewater from Outfall 001. Such
discharges shall be limited and monitored by the Permittee as specified below:

respective influent value(85% removal).

5. The Division shall consider all cyanide values reported below 10 µg/l to be "zero" for compliance
purposes.However,Discharge Monitoring Reports (DMRs) shall record all values reported by a North
Carolina-certified laboratory(even if these values fall below 10 µg/l.)
6. Effluent monitoring may be deleted in the future upon written notification of the Division, if the
permittee provides updated effluent data(at least 12 data points) that shows no reasonable potential to
exceed applicable state water quality standards.
7. Acute Toxicity(Mysidopsis bahia)P/F,February,May,August and November,see special condition A.
(5.) of this permit.
THERE SHALL BE NO DISCHARGE OF FLOATING SOLIDS OR VISIBLE FOAM IN OTHER THAN TRACE
AMOUNTS.

5. Total nitrogen and total phosphorus limits will become effective one year after the expansion to 2.5 mgd
becomes effective.
