David Walker Town of Morehead City PO Drawer M Morehead City, NC 28557 SUBJECT: Permit No. NCO026611 Authorization to Construct Town of Morehead City Wastewater Treatment Plant Improvements Carteret County Dear Mr. Walker: A letter of request for an Authorization to Construct was received April 19, 1989, by the Division and final plans and specifications for the subject project have been. reviewed and found to be satisfactory. Authorization is hereby granted for the construction of modifications to the existing 1. 7 MGD wastewater treatment plant. Modified plant will consist of grit removal, flow splitter. 1hox., dual primary clarifiers, dual tricklingfilters, dual secondary clarifiers, chlorination, c._hlorinc� contract tank and post aeration tank. This Authorization to Construct is issued in accordance with Part III paragraph B of the NPDES Permit No. N00026611 issued November 3, 1986, and shall be subject to re.vocati.on unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in Permit No. NC0026611. The sludge generated from these treatment facilities must be disposed of in accordance with G. S. 143-215. 1 and in a manner a.pprovable by the North Carolina Division of Environmental Management. The Wilmington Regional Office, telephone number 919/256-4161 shall be notified at least twenty-four (24) hours in advance of operation of these facilities. Such. notification to the Regional Supervisor shall. be made during the normal office hours from 8:00 a.m. until 5:00 p-m. on Monday through Friday, excluding State holidays. Box 27687, Raleigh, North Carolina 27611-7687 Telephone 919-733-7015 An Equal Opportunity Affirmative Action Employer Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a professional engineer certifying that the permitted facility has been installed in accordance with the approved plans and specifications. Mail the Certification to the Permits and Engineering Unit, P.O. Box 27687, Raleigh, N.C. 27611--7687. A set of approved plans and specifications ror the subject project must be retained by the applicant for the life of the project. The wastewater flow rate discharged and treated by these facilities shall not exceed 1. 7 MGD until such time as express written permission is received from the Director to allow the discharge of up to 3.4 MGD of adequately treated wastewater. One (1) set of approved plans and specifications is being forwarded to you.
