Coe Place Subdivision is located in Guilford County off Hwy 62 approximately lmile west of Interstate 85 towards High Point, NC (35°55'8.98"N,79°57'9.92"W). The site is shown on the attached USGS Topo Quad vicinity map. The purpose of the project is to improve water quality for the subdivision and local surface waters. The subdivision contains failing septic systems that drain to unnamed tributaries to Muddy Creek. As early as 1991 the area petitioned Guilford County for water and sewer improvements. In 1999 the Guilford County Health Department recommended the subdivision be serviced with public water and sewer on the basis of failing on-site septic systems and poor water quality for wells. The City of Archdale has agreed to accept operation and maintenance of the improvements. In all 4 temporary impacts to Waters are proposed as a result of sewer construction (see attached construction plans). The sewer corridor has been designed to meet the conditions of Nationwide Permit 12 via perpendicular crossings. Additionally proposed impacts to Zone 1 of the Randleman Lake riparian buffers are perpendicular and not parallel. Additional manholes have been added to the proposed corridor in order to avoid both structures while meeting the conditions of Nationwide 12 and the Randleman Lake riparian buffer rules. Coe subdivision is more than 25 years old and retrofitting the property with the sewer line has taken forethought on the part of project engineers. Temporary impacts to jurisdictional waters will total 159 linear feet (0.02 acres) for sewer construction. Due to the nature of the project (for water quality), lack of permanent impacts, and design that minimizes impacts (both stream and buffer) S&EC believes mitigation should not be required for this project. Eliminating untreated sewage from reaching surface waters in the Archdale, NC ETJ as a result of failing on-site septic systems is justification for the project. Minimization and avoidance can be demonstrated through a project design that limits impacts to stream channels (see justification letter). The evolution of the final sewer corridor as witnessed during our involvement demonstrates avoidance of wetlands on the site. Project Information Attach a vicinity map clearly showing the location of the property with respect to local landmarks such as towns, rivers, and roads. Also provide a detailed site plan showing property boundaries and development plans in relation to surrounding properties. Both the vicinity map and site plan must include a scale and north arrow. The specific footprints of all buildings, impervious surfaces, or other facilities must be included. If possible, the maps and plans should include the appropriate USGS Topographic Quad Map and NRCS Soil Survey with the property boundaries outlined. Impact Justification (Avoidance and Minimization) Specifically describe measures taken to avoid the proposed impacts. It may be useful to provide information related to site constraints such as topography, building ordinances, accessibility, and financial viability of the project. The applicant may attach drawings of alternative, lower-impact site layouts, and explain why these design options were not feasible. Also discuss how impacts were minimized once the desired site plan was developed. If applicable, discuss construction techniques to be followed during construction to reduce impacts. See attached justification letter. Project purpose to eliminate discharge of effluent from failing septic systems into surface waters. Project design has changed from initial plan. Manholes have been added to allow for perpendicular crossings. The sewer corridor has been altered to avoid Zone 1 of Randleman buffer. Aerial crossings prohibitive in cost and engineering requirements (gravity fall). Mitigation DWQ - In accordance with 15A NCAC 2H .0500, mitigation may be required by the NC Division of Water Quality for projects involving greater than or equal to one acre of impacts to freshwater wetlands or greater than or equal to 150 linear feet of total impacts to perennial streams. USACE - In accordance with the Final Notice of Issuance and Modification of Nationwide Permits, published in the Federal Register on March 9, 2000, mitigation will be required when necessary to ensure that adverse effects to the aquatic environment are minimal. Factors including size and type of proposed impact and function and relative value of the impacted aquatic resource will be considered in determining acceptability of appropriate and practicable mitigation as proposed. Examples of mitigation that may be appropriate and practicable include, but are not limited to: reducing the size of the project; establishing and maintaining wetland and/or upland vegetated buffers to protect open waters such as streams; and replacing losses of aquatic resource functions and values by creating, restoring, enhancing, or preserving similar functions and values, preferable in the same watershed. If mitigation is required for this project, a copy of the mitigation plan must be attached in order for USACE or DWQ to consider the application complete for processing. Any application lacking a required mitigation plan or NCWRP concurrence shall be placed on hold as incomplete. An applicant may also choose to review the current guidelines for stream restoration in DWQ's Draft Technical Guide for Stream Work in North Carolina, available at http://h2o.enr.state.nc.us/iicwetlands/strm.gide.html. Provide a brief description of the proposed mitigation plan. The description should provide as much information as possible, including, but not limited to: site location (attach directions and/or map, if offsite), affected stream and river basin, type and amount (acreage/linear feet) of mitigation proposed (restoration, enhancement, creation, or preservation), a plan view, preservation mechanism (e.g., deed restrictions, conservation easement, etc.), and a description of the current site conditions and proposed method of construction. DENR Division of Water Quality 2321 Crabtree Boulevard Suite 250 Raleigh, NC 27704-2260 Attn: Mr. John Dorney Gentlemen: Guilford County's Capital Improvement Program funds water and sewer extensions to unincorporated areas, providing a Local Municipality agrees to accept the improvements into their system for operation and maintenance. The referenced area petitioned the County in 1991 for these utility extensions. In November, 1999, the Guilford County Health Department recommended the area be serviced with public water and sewer on the basis of failing ground absorption systems and poor water quality from private wells. On the basis of the petition from the property Owners, and the Health Department's recommendation, the County requested the City of Archdale to act as the lead agency for these much needed improvements. The City of Archdale has agreed to support the project, and to accept the improvements into their public system. Upon its completion, the system will service 51 property owners in the area. Jamestown Engineering Group, Inc. has contracted with the City of Archdale for design of these improvements which lie within the Randleman Watershed. The principal service area is bisected by a jurisdictional stream. An outfall sewer is required along this waterway, and two (2) stream crossings of a second branch to provide gravity sewer service to the area. These areas along the streams are located within a special flood hazard area, designated by FEMA as Zone A, or areas which were not included in the detailed James B. During the design process, we have attempted, to the greatest possible extent, to conform to the requirements of the Nationwide 12 permit, as administered by the U.S. Army Corps of Engineers, and with the requirements of the N.C. DENR - DWQ/Wetlands Certification Unit. We have worked closely with our sub-consultant, Soil & Environmental Consultants, PA (S&EC) during the design. Three (3) primary stream crossings are required, and encroachment into the Zone 2 area of the required stream buffers. These crossings are proposed at 90 degree angles to the stream to minimize any adverse effects. Encroachments into the Zone 2 buffer are for the most part limited to existing grassed areas which upon completion will be returned to their pre-existing conditions.
