8. PROJECT SUMMARY: The applicant proposes to add one additional dinghy lift and
five new pilings, four of which would support two additional wetslips, while the fifth would
support an existing wetslip.
9. NARRATIVE DESCRIPTION:
Project Setting
. Mr. Joseph Smith's pier is located behind his residence at 248 Thurman Road within
Fisher Point Subdivision in the Merrimon Township north of Beaufort. Fisher Point
Subdivision is approximately 13 miles north of Beaufort up Merrimon Road (SR 1300) and can
be accessed by taking a left on Royal Road (SR 1316) and ultimately left on Thurman Road.
The applicant's property is a 1.6-acre tract, approximately 5' above the normal water
level, on the banks of Adams Creek designed for and supports a single-family residence. The
tract has a single-family residence onsite with a small storage facility in the rear, water side of
house, which covers nautical accessories. The waterward side of the lot is not bulkheaded and
has a gradual slope down to a small sandy beach.
The existing pier leaves from the shoreline and runs a distance of 170' by 5'. On the
terminus end of the pier it measures 24' by 16' with a small 8' by 16' triangularly shaped
platform on the shore side. On the NW side of the pier there is a 18' by 43' wetslip and the
opposite side wetslip is 18' by 39'. There is an uncovered boatlift 120' from the high water
level on the west side of the pier that measures 13' by 13'. Finally, there is a mooring ball
approximately 150' from the terminus of the pier, which constitutes the fourth existing slip.
Mr. Smith has been issued five general permits since 1998, which covers the existing slips and
boatlift. The majority of the general permits were for the reconfiguration of the wetslips to
allow for different beam boats to utilize the areas. The mooring ball was installed prior to
regulation of this particular development.
Mr. Smith's current pier runs perpendicular to the Intracoastal Waterway through
Adams Creek within the Neuse River Basin. Classified SA HQW NSW, therefore suitable for
commercial shellfishing and other tidal saltwater uses and further classified Nutrient Sensitive
Waters, the waterbody is open to shellfishing. The area does not serve as a primary or
secondary nursery area. The water depths within the footprint of the existing pier average five
feet below normal water level surrounding the "L" head of the pier. The mooring ball rests in
approximately seven feet of water 150' away from the terminus of the pier. The bottom
substrate appears to be sand with no signs of submerged aquatic vegetation present.
Project Description
This proposal requests the reconfiguration of the existing docking facility to accommodate a
dinghy lift and two additional wetslips. The project is being reviewed under the major permit
process because it will require development outside the existing footprint and an increase in the
number of slips. The applicant would like to install a single pole dinghy lift on the east side of the
pier and two wetslips, one on the terminus of the existing "L" and one on the east side of the pier
in the same location of the proposed dinghy lift. The proposed wetslip off the end of the "L" will
measure 16' by 20' therefore usurping 320 square feet of public trust area and the wetslip off the
east side is proposed at 18' by 29' and encompassing 522 square feet of public trust area. One
additional mooring piling is proposed for the NE wetslip and falls in line with the existing slip

footprint. The distance across the creek measures over 2,500' with water depths noted earlier
averaging five feet below normal water level around the "L" head of the pier and seven feet below
normal water level at the location of the mooring. The applicant has secured waivers from both
adjacent riparian property owners even though no work is proposed within the fifteen-foot
setback. There is no high ground work proposed for this tract.
Anticipated Impacts
The proposal will usurp 842 ft` of open waters over the existing configuration. Short-
term turbidity would be expected through the installation of the new pilings to support the lift
and wetslips yet long-term turbidity would not be expected based on the adequate water depth
offshore along with the sandy substrate. Improved boating dockage would occur as a result of
the proposal. Finally, impact on the navigation of the creek and to the boating public should be
negligible.
